Summary

This job involves leading student services at the Air Force Test Pilot School, acting as the main registrar to handle student registration, data management, and academic administration for pilots and engineers.

The primary purpose of this position is to serve as Chief, Student Services for the AF Test Pilot School (TPS).

In order to qualify, you must meet the occupational Series -- 0301 - General Administrative, Clerical, and Office Services experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service.

Specialized experience must include providing high quality constituent and registrar services to students, faculty, staff, alumni and visitors as well as leading student registration and reporting, data analysis, student data system operation and other academic administrations functions.

Ideal Candidate: The ideal candidate for this position is a dynamic and experienced professional with a proven track record in administration, international relations, and public affairs.

They are a master of multitasking, seamlessly transitioning between the roles of registrar, foreign student advisor, and public relations manager.

This individual possesses exceptional interpersonal and communication skills, enabling them to build strong relationships with a diverse range of stakeholders, from students and faculty to high-level military officials and foreign dignitaries.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Ability to maintain effective working relationships with officials from various local, national and international organizations to establish and maintain successful program execution. 2.

Professional knowledge of college degree programs, curriculum documentation practices, entrance requirements and military flying program prerequisites as well as an understanding of methods/techniques to maintain an accredited program.

3. Skill in gathering, evaluating and interpreting conflicting data, considering various points of view, to develop strategic conclusions and deliver optimal recommendations. 4.

Strong, effective communicator with tact and diplomacy, orally and in writing, to lead team studies and develop organizational positions; negotiate complex, controversial issues; to provide informational briefings to include options and recommendations to high level leadership; logically and effectively explain/develop programs, functions and activities to provide understanding of the organization's efforts.

5. Knowledge of international affairs and Foreign Disclosure to include regulations, policies and guidance for student exchanges and international visits. 6.

Knowledge of the concepts, principles, policies and practices of a Public Affairs program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

Student Services/Registrar: As the TPS Registrar, works with Air University (AU) to ensure TPS satisfies degree accreditation for military and civilian Pilots, Combat Systems Operators Flight Test Engineers, and Space Test Course students.

International Affairs: Serves as advisor/subject matter expert on foreign policies, laws, regulations, service agreements, and directives that govern USAF international education and training programs and services.

Publics Affairs (PA): Serves as the organization PA subject matter expert and program manager to include media operations, social media activities, security and policy review.

Student Services Manager: Directs activities to ensure effective execution of the Student Services mission. Assigns and reviews work delegated to supporting members of TPS staff.
