The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado's Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans.

We are looking for a Strategic Outcomes and Integration Manager to join our Eligibility Division team!

Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office.

Requirements

This position works with the Eligibility Division in developing and leading the Eligibility Division’s integration and special projects strategy in alignment with the Division, Medicaid Operations Office (MOO), and Department strategic goals and objectives.

Typical duties include, but are not limited to:
  • Developing and leading the Eligibility Division’s integration and special projects strategy in alignment with Division, MOO, and Department strategic goals and objectives
  • Creating and co-developing with assigned project manager, when available, an operational plan for each new project and initiative for the Eligibility Division
  • Identifying all relevant stakeholders across the Department who need to be engaged with each project and initiative and ensure they are included in project/initiative kickoff meetings and as appropriate over time
  • Developing and managing operational checklists to be used for each project/initiative, modifying as appropriate over time
  • Planning, prioritizing, assigning, analyzing and monitoring workflow, and maintaining appropriate staffing levels
  • Reviewing the quality and quantity of work to meet standards and deadlines for deliverables to meet section and program goals and objectives
  • Identifying opportunities to make process improvements, fill operational gaps, increase efficiencies, and reduce costs within the Eligibility Division
  • Facilitating process mapping to identify root cause issues of inefficiencies and process gaps
  • Establishing and managing strategic outcomes and metrics both internally and externally for CMS
  • Other duties as assigned

H1A3XXPROGRAM MANAGEMENT II

MINIMUM QUALIFICATIONS:

Experience Only:

Nine (9) years of professional experience working in eligibility for public assistance programs.


OR

Education and Experience:

Bachelor's degree from an accredited institution in Human Services or Business Management; AND five (5) years of professional experience working in eligibility for public assistance programs.


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience


PREFERRED QUALIFICATIONS

  • Prior state experience related to the duties of this position

  • At least 3 years of professional experience as a manager or supervisor
  • Minimum of 5 years of experience in operations, strategy, project, or change management
  • Certification in Lean Six Sigma Green or Black Belt
  • Experience working in the Colorado Benefits Management System (CBMS)
  • Experience demonstrating independent leadership of complex initiatives involving multiple internal and external stakeholders
  • Experience translating complex operational or policy initiatives into clear, actionable communications for diverse audiences


DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.


CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
