Job Appointment: Casual, Part-Time

Role Duration: This role will be active through June 30, 2026, with the possibility of extension.

Work Schedule: Monday-Friday 8:00AM-5:00PM, with occasional evening and weekend hours as needed. The range of hours per week is 32-40 hours.

Work Location: This role will report to 1221 SW 4TH AVE, PORTLAND, OR 97204 for in-person work. There will also be opportunities for hybrid work at various locations within District 3 (D3).

About the Position

The Strategic Communication Advisor for Councilor Morillo provides front-line constituent services and communications support for the Office of City Councilor Angelita Morillo.

This part-time role focuses on responding to constituent inquiries, drafting written communications, and assisting with public-facing materials, such as newsletters and media responses.

The position is ideal for someone interested in public service, community engagement, and local government operations.

What you will get to do in this role:

Public Communications

Draft and edit newsletters, announcements, and other written updates to keep constituents informed. Assist with drafting media responses, statements, and talking points under staff direction.

Support social media and other public-facing communications as needed.

With staff direction, help develop and refine strategic messaging frameworks that translate complex policy and programmatic work.

Constituent Services & Communications

Respond to constituent emails, phone calls, and written inquiries in a timely, professional, and empathetic manner. Track constituent concerns and coordinate follow-up with internal departments as needed.

Draft responses to routine constituent correspondence and assist with more complex replies.

With staff direction, assist with developing, implementing, and evaluating office specific communications plans aligned with office goals and priorities.

Produce written materials such as talking points, speeches, and newsletters.


Community Support

Assist with scheduling, organizing correspondence, and maintaining constituent records. Prepare written materials, mailings, and basic reports.

Provide general office support to ensure smooth day-to-day operations

Assist with outreach efforts and occasional community meetings or events, including preparation of materials and follow-up communication.

Requirements

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

  1. Knowledge of and experience with standard office programs, such as Microsoft Office & Office 365 (Outlook, Word, Excel, Teams, and more).
  2. Knowledge of and experience with developing communication plans, creating strategic communications, and/or outreach material
  3. Experience with using tact and discretion in dealing with confidential and sensitive information.
  4. Strong interpersonal communication skills, including the ability to communicate across different communication styles and cultural backgrounds.
  5. Ability to multitask and prioritize work in a fast-paced work environment that is subject to frequent change.

The following qualifications are preferred, but not required to apply:
  • Previous experience, either part-time or full-time, in constituent services, customer service, communications, or administrative support, or related field.
  • Ability to use the Adobe Create Suite, specifically Adobe Lightroom.
  • Verbal and written fluency in any of the Qualifying Languages as part of the City of Portland's Language Pay Differential. More information can be found here.
