The Energy Division catalyzes the transition to a clean, just, and resilient energy future.

The Weatherization Program offers cost-effective energy efficiency repairs to reduce energy bills and increase home health, safety and durability for qualified homeowners and renters. The Department of Commerce allocates federal and state funds to local agencies who specialize in insulation, air sealing, ventilation, and more to ensure your home stays cozy in the winter and cool in the summer.

The State Weatherization Program Monitor is responsible for conducting compliance inspections, evaluating program effectiveness, and ensuring adherence to state and federal weatherization guidelines. This role involves significant fieldwork, travel, and interaction with agencies, contractors, and the public to assess the quality and impact of weatherization services.

The Energy team is looking to fill multiple vacancies for this recruitment.

Requirements

Perform Project Site Inspections
Tasks include:

1. Plan and coordinate on-site inspections by reviewing project files, selecting sites based on risk assessment factors, and scheduling visits with contractors and agency representatives to ensure compliance with weatherization program standards.
2. Conduct comprehensive field inspections by traveling to assigned locations, entering residences, and assessing weatherization work in diverse environments such as crawl spaces, attics, and mechanical rooms using industry-standard assessment tools (e.g., blower doors, infrared cameras, combustion analyzers, etc.) to evaluate energy efficiency improvements and workmanship.
3. Document inspection findings and generate reports by collecting photographic evidence, taking detailed field notes, and using inspection checklists to ensure compliance with federal and state weatherization regulations. Submit formal reports summarizing findings, required corrections, and recommendations for follow-up actions.
4. Provide technical guidance to agencies and contractors by interpreting program guidelines, explaining deficiencies, and recommending corrective actions to improve compliance and service quality.


Develop and Implement Monitoring Strategies
Tasks include:

1. Analyze agency performance and risk factors by reviewing project documentation, previous inspections, and funding allocations to determine monitoring priorities and develop a strategic approach to oversight.
2. Implement monitoring plans that outline agency site visits, documentation reviews, and data analysis to ensure program integrity and compliance with weatherization policies. Evaluate monitoring plans and policies, suggest updates to Weatherization Monitoring Manager as needed.
3. Assess program effectiveness and compliance by conducting periodic agency audits, analyzing energy savings data, and reporting on findings to state leadership.
4. Recommend corrective actions and training to agencies that require additional support in meeting weatherization standards, helping to improve service delivery and long-term sustainability of program outcomes.


Provide Technical Assistance and Conduct Training
Tasks include:

1. Provide on-site technical assistance by demonstrating proper installation techniques, explaining diagnostic testing procedures, and troubleshooting project challenges with contractors.
2. Deliver training sessions for agencies and contractors on weatherization program requirements, best practices, and quality assurance measures.
3. Develop guidance materials and standard operating procedures to support agencies in maintaining compliance with state and federal weatherization guidelines.


Manage Travel and Fieldwork Logistics
Tasks include:

1. Plan and coordinate travel schedules by prioritizing site visits based on agency needs, project deadlines, and risk assessments to optimize time in the field.
2. Ensure safety and preparedness for fieldwork by maintaining required personal protective equipment (PPE), adhering to worksite safety protocols, and conducting pre-visit risk assessments.
3. Engage with residents during inspections by explaining the purpose of weatherization improvements, addressing concerns, and ensuring client satisfaction with completed work.


Reporting, Documentation, and Policy Compliance
Tasks include:

1. Prepare and submit monitoring reports that summarize site inspections, policy compliance issues, and recommended improvements.
2. Maintain accurate records of agency performance by logging data into program databases, tracking corrective actions, and following up on compliance issues.
3. Participate in policy updates and program evaluations by contributing field data, providing feedback on operational challenges, and recommending policy adjustments to enhance weatherization services.

Qualifications

Required Qualifications:
Commerce Specialist 3
Seven (7) years of combined experience and/or education as described below:
Experience in at least one of the following areas or work related to the position:
Three (3) years of professional-level experience in one or more of the following areas:
• Low-income weatherization programs or other energy conservation programs at the local, state, or national level.
• Residential construction activities, including construction, repair, rehabilitation, or inspection.

Education involves studying business, public administration, building science, or a related field. Professional-level experience in community, trade, or economic development, or a related field. Qualifying education post High School/GED may be substituted year for year for experience.

Examples of how to qualify:
• 7 years of experience
• 6 years of experience and one year of education
• 5 years of experience and two years of education
• 4 years of experience and three years of education
• 3 years of experience and four years of education
• 2 years of experience and five years of education
• 1 year of experience and six years of education

Commerce Specialist 4
Eight (8) years of combined experience and/or education as described below:
Experience in at least one of the following areas or work related to the position:
Four (4) years of professional-level experience in one or more of the following areas:
• Low-income weatherization programs or other energy conservation programs at the local, state, or national level.
• Residential construction activities, including construction, repair, rehabilitation, or inspection.

Required Certifications:
• Building Performance Institute (BPI) certified as a Building Analyst, Energy Auditor, Quality Control Inspector (QCI).
• Certified Lead Safe Renovator.

Education involves studying business, public administration, building science, or a related field. Professional-level experience in community, trade, or economic development, or a related field. Qualifying education post High School/GED may be substituted year for year for experience.

Required Position Competencies:• Experience in weatherization programs, energy efficiency, construction inspection, or related fields, with familiarity in state and federal weatherization regulations.• Strong knowledge of building science principles, best practices, and technical applications, including weatherization and energy efficiency methods.• Ability to use and learn computer systems, databases, and technology tools to improve productivity.• Effective problem-solving skills, including the ability to analyze complex issues and develop practical solutions.• Ability to collaborate and build partnerships with people who have diverse interests and work effectively in a team environment.• Clear and professional written and verbal communication skills, including the ability to convey complex information in a simple, understandable manner.• Experience with or knowledge of diagnostic tools such as computerized energy audits, blower doors, manometers, pressure pans, duct blasters, and carbon monoxide testing equipment.• Proven ability to work independently, manage workload with minimal oversight, and build trust through consistent, professional interactions.• Strong interpersonal skills, open communication style, and the ability to engage colleagues, contractors, and partners respectfully and constructively.• Commitment to equity, diversity, and inclusion; able to work effectively with people and groups with diverse backgrounds and viewpoints.• Strong analytical and reporting skills to evaluate program performance and provide technical assistance.• Ability to travel extensively and work in a variety of environmental conditions.• Ability to obtain and maintain required Home Energy Professional (HEP) Energy Auditor and HEP Quality Control Inspector certifications through the Building Performance Institute (BPI).

These ANSI-accredited certifications require relevant work experience and passing written and field exams.

Preferred/Desired Qualifications:
• Knowledge of large and small multi-family building standards and energy efficiency best practices.
• Experience using computerized energy audits, such as, National Energy Audit Tool (NEAT), Target Retrofit Energy Audit Analysis Tool (TREAT), REM Rate, etc.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
