The City Income Tax Bureau (CITB) within the Michigan Department of Treasury is looking for a dynamic, data-driven leader to oversee one of our most critical operations - Customer Contact and City Tax Processing.

This isn’t just a management role - it’s an opportunity to run a business within the business.

What You’ll Lead

You will oversee the day-to-day operations that directly impact taxpayer experience, operational performance, and city revenue, including:

  • A high-volume customer contact center supporting taxpayers across Michigan cities
  • End-to-end processing of city income tax returns, refunds, and adjustments
  • A metrics-driven production environment, balancing speed, accuracy, and compliance
  • A team of 30+ dedicated staff, including supervisors, analysts, and technicians

    • Service levels (ASA, response times)
    • Processing timeliness and accuracy
    • Inventory and backlog management
  • Driving continuous improvement through data, reporting, and process optimization
  • Coaching and developing leaders and staff to build a high-performing, engaged team
  • Aligning operations with broader strategic goals and system modernization efforts (MiMITS)
  • Ensuring compliance with tax laws while delivering a strong taxpayer experience

Requirements

Education
Possession of a bachelor's degree in any major.

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Please Note: A position is considered professional if the job requires a bachelor's degree. Qualifying 'professional experience' is only considered post bachelor's degree.

Qualifications

Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.

Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position prior to being appointed to the position. Relocation expenses are not reimbursed.

Hybrid Remote Work. This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. Selected candidate must have a safe and appropriate designated workspace or workstation for performance of work and secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload. Hybrid Remote Work approval is at the discretion of the appointing authority and is subject to change and can be ended at any time for any reason.

E-Verify. The Michigan Department of Treasury participates in E-Verify and will provide the federal government with your form I-9 information to confirm that you are authorized to work in the U.S.

Interviews. Interviews may occur virtually using Microsoft Teams. No prior experience with Teams is necessary, as instructions and tips will be provided to all candidates scheduled for an interview.

Fingerprinting. This position has a FTINPRINT sub-class code. The sub-class code indicates the position has access to Federal Tax Information (FTI) and requires passing of a fingerprint-based background check per IRS Publication 1075.
