The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires, including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Los Angeles County Fire Department is seeking qualified candidates to fill emergency Staff Assistant III vacancies related to this unprecedented natural disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Staff Assistant III.

Requirements

  • Develops the annual branch budget including justifications for salaries and employee benefits, fixed assets, and services and supplies.
  • Conducts management studies of branch organization, procedures, operational policies, staffing, management practices, and space allocation; prepares and presents findings and recommendations for the solution of problems and the enhancement of branch efficiency and economy.
  • Analyzes, evaluates and makes recommendations on the feasibility of new branch functions or the modification of existing programs; participates in the implementation of changes resulting from studies and prepares appropriate procedural manuals and associated instructions, as required.
  • Determines the need for and conducts or coordinates administrative studies and investigations of branch activities; participates in reviewing administrative studies and developing and implementing new procedures, as directed.
  • Assists in the design, development and implementation and evaluation of accounting, information and other systems used by the branch.
  • Coordinates and participates in contract service agreements for the branch.
  • Participates in branch personnel management activities, as directed.
  • May supervise a small administrative or technical staff.

Qualifications

MINIMUM REQUIREMENTS:

Option I:
Three (3) years’ experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, systems and procedures, program, facility planning, budget or personnel, one (1) year of which must have been in a responsible staff capacity** in the administrative staff organization of a department or a central administrative staff organization.

Option II:
One (1) years' experience as an Administrative Assistant II***or Staff Assistant II****

PHYSICAL CLASS:
II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:
*Staff Capacity: It is defined as work performed to assist and support administration by doing research and making recommendations to administration for the solution of problems of organization, procedure, program, budget, or personnel as an Administrative Assistant II or higher.

**Responsible Staff Capacity: Staff capacity experience at the journey-level requiring working knowledge of rules, regulations, and other guidelines relating to program area assigned. The staff capacity experience is defined as working in an advisory capacity to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis and making recommendations to line managers on matters such as: utilization of personnel, allocation of funds, workload and workload fluctuations, and program and procedures for accomplishing work objectives. Work under general supervision of the line or division manager.

***Administrative Assistant II: Analyzes and make recommendations for the solution of a variety of problems, organization, budget, systems and procedures, program, facilities planning, general management, and personnel.

****Staff Assistant II: Assists the manager of a major division or bureau in a County department by analyzing and making recommendations for the solution of a variety of problems of organization, budget, procedures, systems, program, general management and personnel.

EXAMINATION CONTENT:
During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
