The city of Las Vegas invites applications for Sr Cultural Specialist. This position plans, organizes, coordinates and supervises cultural activities and programs, including community outreach, art galleries, visual arts, public art projects and performing arts education. Evaluates program effectiveness.

The Department of Parks, Recreation, and Cultural Affairs is dedicated to serving a vibrant and diverse community of participants. Verbal fluency in Spanish is desirable but not required to be successful in the position.

Ideal Candidate

The ideal candidate is a motivated, detail-oriented arts professional with an interest in theater and live events.

Experience working with performers, artists, or presenting groups is helpful, along with an understanding of the needs of independent artists and performing groups.

The role involves collaborating with a variety of creative partners and supporting the scheduling and use of a theater space within an active arts community.

A background in theater or live event production, including technical theater experience, is welcome but not required.



Distinguishing Characteristics

This is the full journey level class within the Cultural Specialist series.

Employees within this class are distinguished from the Cultural Specialist by the performance of the full range of duties assigned and by the level of experience attained.

Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.


Supervision Received and Exercised

Receives direction from higher level supervisory or management staff.

Acts as a lead worker, exercising functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, monitoring work progress, and reviewing results.

Examination ProcessA civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination.

The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only.

You must score 70% or higher on the examination to be placed on the eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.

Selection Process

Final candidate selection will include list placement and may include hiring interview (if applicable).

Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job.

Some positions may require preliminary background checks.

The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.

Requirements

Essential Functions:

  1. Proposes, plans, oversees, administers, coordinates and evaluates arts related programs, classes, workshops and events. Maintains course catalog, as assigned.
  2. Assists with developing and implementing the division policies and procedures; prepares performance statistics and a variety of reports.
  3. Ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
  4. Participates in the preparation and administration of program budgets. Submits budget recommendations.

    Monitors all applicable financial transactions, expenditures, and identifies and reports potential financial overruns and variances at an early stage.

    Prepares reports on actual and estimated revenues and expenditures.

  5. When assigned, recruits, oversees and coordinators volunteers for programs and events; oversees and coordinates community service workers.
  6. Organizes committee meetings; works as a committee member to evaluate artist applicants and select artists for upcoming programs and events, as assigned.
  7. Assists in preparing marketing materials including obtaining or preparing text, requesting graphics and mailing flyers.
  8. Compiles information from various sources to identify community programming needs and trends; evaluates existing programs.
  9. Participates in selecting class instructors and provides input for instructor evaluations, as assigned.
  10. Monitors and maintains appropriate levels of supplies, equipment, and inventory to ensure efficient and effective operations.

    Estimates time, materials, and equipment required to complete assigned jobs and requisitions materials as needed.

    Participates in the procurement process, including researching vendors and assisting with specifications.

  11. Coordinates with Cultural Affairs staff and other city departments to organize program and event logistics including security, rights of way permits, business licenses permits, janitorial support, lighting and signage, as assigned.
  12. Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  13. Maintains a variety of automated and manual logs, records and files; performs a variety of record keeping, filing, indexing and other general clerical work.
  14. Serves as primary communications and information liaison between Office of Cultural Affairs and Office of Communications for all communications, marketing, advertising and public relations regarding Office of Cultural Affairs programs and projects.
  15. Assists department management in grant application and monitoring processes and serve as liaison with other City committees, departments, and outside stakeholders.


Marginal Functions:

  1. Sells tickets, registers patrons for classes and coordinates facility rentals; collects payment on behalf of the city; reconciles box office revenue at the end of each day; takes tickets, distributes programs, ushers patrons to assigned seats.
  2. Opens and closes facilities in accordance with procedure; sets up facilities for daily activities and special events; may plan gallery lay out, install and de-install gallery layout. Performs janitorial services as needed in facilities.
  3. Enforces rules governing facilities and equipment during events or rehearsals.
  4. Records attendance at cultural programs and events.
  5. Performs related duties and responsibilities as required.

Qualifications

Experience:

Two years of increasingly responsible cultural programming or cultural administrative experience.

Training:

Bachelor's degree from an accredited college or university with a major in fine arts, drama, theater arts or a related field.

May substitute combination of equivalent education and related experience.

The city assesses 1.5 years of fulltime experience as equivalent to one year of education.Licenses and Certifications:Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter.
