The primary purpose of this position is to serve as the Aviano Air Base Youth Sports & Fitness Manager.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include Individual Occupational Requirements (IOR) for the Sports Specialist Series 0030.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level which has equipped me with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent.
My experience includes knowledge gained through experience to carry out continuing sports and fitness programs independently and competently, Knowledge of the physical and psychological factors in individual and team sports as well as the nature, purpose, and organization of recreational and competitive individual and team sports activities.
OR EDUCATION: Applicants must have successfully completed a master's or equivalent graduate degree in physical education or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have less than the full amount of experience as described in "A" and I have less than the full amount of education described in "B".
Therefore, I have a combination of experience as described in "A" and education as described in "B" above. NOTE: You must submit a copy of college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Youth Sports and Fitness programs and regulations.
Knowledge of Youth Sports and Fitness regulatory requirements, policies, and practices.
Knowledge of budget, financial, and resources management practices and procedures in relation to meeting programs objective and goals.
Skill in compiling and composing both quantitative and narrative reports for a variety of agencies based on analyzing data and circumstances. Knowledge of rules and regulations for sports.
Knowledge and ability to perform field maintenance. Ability to communicate effectively orally and in writing.
Ability to supervise and implement sound supervisory policies, practices, and procedures while maintaining a good working relationship with co-workers, customers, and contractors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Manages Comprehensive, Well-rounded Youth Sports and Fitness Program.
Serves as Youth Sports and Fitness Coordinator with responsibility for the operating, integration, coordination, and oversight of base Youth Sports and Fitness program for youth ages 3-13.
Team sports include, at a minimum, Baseball, T-ball, Basketball, Soccer and a minimum of one locally selected team sport. Administers Youth Sports and Fitness Resources Programs.
Develops appropriated fund (APF) and non- appropriated fund (NAF) budget inputs and prepares justifications for funding of program resources and requirements. Ensures a safe and healthy environment.
Conducts regular safety, fire, health, and other required youth inspections to ensure a safe, healthy, and comfortable environment exists in the Youth Center and on Youth Programs sports fields.
Performs public relations duties. Plans and manages the publicity program for the Youth Sports and Fitness Program.
Promotes programs purposes, programs, sporting seasons, and events to increase participation.
