Summary

Full Job Description

This position is located in the Risk Management Agency (RMA), Deputy Administration for Product Management, Product Administration and Standards Division. This position is designated as mobile work.

Mobile work is a condition of employment and is characterized by routine and regular travel to conduct work in customer or other worksites as opposed to a single authorized alternative worksite.

Time-in-Grade Requirement: If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in Federal service or comparable experience not gained through Federal service.

Specialized experience is defined as: (1) Assessing and evaluating insurance or risk management programs related to crops and interpreting policies to determine their effects on the programs; (2) Providing information and advice concerning an organization's activities to crop producers to improve and expand the insurance program or risk management programs for crops; and (3) Evaluating research trends or projects affecting the development of risk management tools and solutions that are related to crops..

You will receive credit for all qualifying experience, including volunteer experience. THE SUBSTITUTION OF EDUCATION IS NOT QUALIFYING FOR THE GS-14 LEVEL. Major Duties:

  • Responsible for managing growth, expansion, and refinements to specialty crop programs within a tight operational budget and for allocating limited specialty crop resources across competing interests.
  • Responsible for addressing the needs of specialty crop producers and providing information and advice concerning Agency activities to these producers to improve and expand the insurance program for specialty crops.
  • Conducts studies of the feasibility of developing new insurance policies for specialty crops.
  • Develops priorities for specialty crop development and expansion through detailed analysis of nations trends, consumer requests, and other indicators of crop significance and demand.
  • Provides coordination and oversight concerning the completion of the analytical assessments of all crops grown and the areas where they are grown to determine their impact on the local, State, and national economy.
  • Works with specialty crop growers, industry representatives, and Approved Insurance Providers to develop/tailor the specialty crop insurance program and associated risk management tools to fit specialty crop producers’ needs.
  • Conducts comprehensive engagement with specialty crop stakeholders to formulate actionable recommendations for consideration and implementation by the Administration.
