Full Job Description

San Mateo County Health's Health IT Division is currently seekinga highly motivated, results-driven Specialty Clinic Electronic Health Record (EHR) Application Manager to enhance support for staff involved in critical implementation and post-implementation operational activities. This leader will serve as a key strategic partner to divisional and executive leadership during implementation, stabilization, and long-term optimization.

San Mateo County Health (SMCH) is looking for an experienced, strategic, and operationally focused EHR Application Manager to lead support and optimization efforts for our Specialty Divisions: Behavioral Health, Family Health Services, Public Health Policy & Planning, and Aging & Disability Services.

As SMCH advances its integrated Epic implementation and broader digital transformation strategy, this role will serve as the primary Health IT leader, aligning EHR functionality with the complex regulatory, operational, and care-delivery needs of these diverse service lines.

This position manages a diverse team of analysts and application specialists, working closely with clinical, operational, compliance, and executive stakeholders to ensure the EHR enables high-quality, equitable, community-focused care. This role directly supports the County’s mission to deliver equitable, community-centered care through a modernized, integrated electronic health record platform serving vulnerable populations across Behavioral Health, Public Health, and Aging services.

The current vacancy is a regular position in the Health IT Division, located in South San Francisco or San Mateo, CA, and will require travel/driving throughout the county to perform job duties. This position is currently hybrid, with both on-site and remote work based on business need and subject to change.

This Specialty Clinics EHR Application Manager will assist in overseeing the entire specialty clinics implementation team. This position requires one Epic certification in Epic Clinical applications, including any combination of EpicCare Ambulatory, Inpatient/Orders, MyChart, Healthy Planet, Compass Rose, Tapestry, or other relevant ambulatory clinical applications.

The ideal candidate will possess:
  • Experience selecting, supervising, training, and evaluating professional and technical team members, including EHR analysts or application specialists.
  • Strong recent experience supporting or implementing an Electronic Health Record (Epic preferred) in specialty care environments such as Behavioral Health, Public Health, Family Health, or Aging & Disability Services.
  • Experience leading and active EHR application build, optimization, and enhancement efforts, including workflow design, validation, testing, and go-live support.
  • Demonstrated experience aligning system configuration with regulatory and compliance requirements, including behavioral health confidentiality regulations, public health reporting mandates, and social services documentation standards.
  • Demonstrated experience aligning system configuration with complex behavioral health requirements (including 42 CFR Part 2), public health mandates, and integrated care documentation standards across multidisciplinary environments.
  • At least seven (7) years of progressively responsible experience in healthcare operations, healthcare IT, or public sector healthcare environments.
  • Recent experience working in a government healthcare setting (County, State, or Federal) preferred.
  • Strong understanding of clinical, behavioral health, public health, and community-based care workflows.
  • Demonstrated ability to map real-world operational processes into system design and technical solutions.
  • Experience partnering with operational and executive leadership to prioritize enhancements, manage competing demands, and develop strategic roadmaps.
  • Knowledge of data governance, reporting structures, and healthcare quality initiatives.
  • Ability to translate complex technical terminology into language accessible to non-technical stakeholders.
  • Strong knowledge of change management principles and experience driving the adoption of new workflows and tools.
  • Familiarity with project management methodologies, system lifecycle management (SDLC), and application governance structures.
  • Awareness of current IT security standards, privacy laws, and applicable healthcare regulations.
  • Superior interpersonal and relationship-building skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Customer-service oriented with a strong commitment to patient- and community-centered care.
  • Epic certification(s) relevant to specialty domains preferred.
  • Bachelor’s degree in healthcare administration, public health, information systems, or related field required; advanced degree preferred.
  • Experience operating within formal governance structures (CAB, prioritization committees, executive steering groups), including presenting recommendations and influencing decision-making.
  • Change management principles and strategies for the adoption of new systems and workflows.
  • Information security standards, privacy laws, and healthcare compliance frameworks.
  • Budget preparation, monitoring, and fiscal accountability.

Requirements

Duties may include, but are not limited to, the following:

  • Manages & prioritizes team members' daily workload and assignments to meet business needs.
  • Regularly brief divisional and executive leadership on implementation progress, risk mitigation strategies, and optimization roadmaps and plans.
  • Lead the implementation, go-live, and stabilization efforts across Behavioral Health, Public Health, Family Health Services, and Aging & Disability Services, among other divisions that may become in scope for the project.
  • Assist with prioritizingand implementing system changes.
  • Maintain collaborative relationships with the team, clinicians, providers, other departments, and external partners.
  • Function as a liaison between clinicians, providers, and Information Technology.
  • Create, collaborate, lead, and attend Epic/Third-Party application educational offerings.
  • Represent the department or chair relevant committees and workgroups.
  • Ensure continuous quality improvement and regulatory readiness of the assigned unit or program.
  • Organize, supervise, and monitor the delivery of our Health IT (HIT) Informatics and Training program.
  • Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure objectives are achieved within an approved budget.
  • Maintain an effective working relationship with a variety of public and private organizations, including staff in other Health divisions, County departments, medical staff, and other agencies.
  • Liaise with the public/community.
  • Perform related duties asidentified.

Qualifications

Education and Experience:
  • Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
  • A Bachelor’s degree in healthcare administration, public health, information systems, social services, business administration, or a related field; AND
    • Four (4) years of progressively responsible experience in healthcare operations, healthcare IT, or EHR application support; INCLUDING
    • At least two (2) years of supervisory or lead experience overseeing professional or technical staff.

License/Certification:
  • Must have at least two (2) active IT certifications that are relevant to the area of responsibility.
    • One (1) Epic certification in one of the following modules: EpicCare Ambulatory, Inpatient/Orders, MyChart, Healthy Planet, Compass Rose, or Tapestry
    • One (1) IT certification of any kind relevant to the area of responsibility

Knowledge of:
  • Electronic Health Record (EHR) systems, preferably Epic, including application build, configuration, testing, optimization, and maintenance.
  • Healthcare operations within specialty service environments such as Behavioral Health, Public Health, Family Health Services, and Aging & Disability Services.
  • Regulatory and compliance requirements relevant to specialty programs, including confidentiality standards, public health reporting mandates, and applicable federal and state healthcare regulations.
  • Principles and practices of program and project management, including planning, implementation, evaluation, and system lifecycle management (SDLC).
  • Healthcare data governance, reporting structures, quality improvement initiatives, and performance metrics.
  • Supervisory principles and practices, including performance management, staff development, and team leadership.

Skill/Ability to:
  • Organize, direct, coordinate, and evaluate EHR application services that support high-quality, community-centered care.
  • Supervise, mentor, and evaluate professional and technical staff.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.


The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
