Full Job Description

This position is assigned to either the Office of the Managing Director for Passport Support Operations (CA/PPT/S) or the Office of the Managing Director for Passport Issuance Operations (CA/PPT/I).

The Managing Director for Passport Support Operations manages the “support” functions such as adjudication policy for U.S. passports, CRBAs, and acquisition of U.S. citizenship/non-citizen U.S.

nationality, funds management, strategic planning, workforce management, and community relations.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience analyzing and advising on complex, technical, and sensitive administrative policy and program issues; Experience identifying resource requirements and constraints for proposed programs; Experience balancing multiple competing priorities and discerning appropriate priorities to meet deadlines and organizational objective; Experience coordinating the work of staff, including assigning workloads through supervisors, monitoring deadlines, and providing feedback; There is no substitute of education for specialized experience for the GS-14 position.

Major Duties:

  • Authoritatively advises the MD in overcoming obstacles to achieving timely, successful implementation of approved/announced changes to program services.
  • Leads efforts of multidisciplinary teams to conduct comprehensive studies and analyses of the Managing Director’s organizational structures, processes, resource requirements, and performance measures and associated evaluation criteria.
  • Formulates and recommends strategic options and alternatives for the resolution of interrelated, difficult, or complex administrative policy and program problems.
  • On behalf of the Managing Director, develops, coordinates, and prepares responses to public and Congressional reactions to prospective changes in passport laws, regulations, and issuance policies.
