Base salary range: $88,520 - $115,079
Typical requirements: 1 year specialized experience at GS-12. Expert-level knowledge in field.
Note: Actual salary includes locality pay (15-40%+ depending on location).
This role supports high-level operations in the U.S.
Department of State's passport and citizenship programs, focusing on policy advice, strategic planning, and team coordination to ensure smooth implementation of changes.
It involves analyzing complex issues, managing resources, and handling responses to public and congressional feedback on passport policies.
A good fit would be someone with strong experience in federal administration, excellent problem-solving skills, and the ability to juggle multiple priorities in a fast-paced government environment.
This position is assigned to either the Office of the Managing Director for Passport Support Operations (CA/PPT/S) or the Office of the Managing Director for Passport Issuance Operations (CA/PPT/I).
The Managing Director for Passport Support Operations manages the “support” functions such as adjudication policy for U.S. passports, CRBAs, and acquisition of U.S. citizenship/non-citizen U.S.
nationality, funds management, strategic planning, workforce management, and community relations.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience analyzing and advising on complex, technical, and sensitive administrative policy and program issues; Experience identifying resource requirements and constraints for proposed programs; Experience balancing multiple competing priorities and discerning appropriate priorities to meet deadlines and organizational objective; Experience coordinating the work of staff, including assigning workloads through supervisors, monitoring deadlines, and providing feedback; There is no substitute of education for specialized experience for the GS-14 position.
