Summary

This role as a Special Advisor with U.S.

Customs and Border Protection involves analyzing policies and programs, recommending changes, and providing advice to executives on administrative matters in a fast-paced border security environment.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations, Southeast Region, Doral, FL.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing and evaluating developing recommendations and advising on modifications for frequently changing programs and policies.

Interpreting and recommending changes to administrative procedures and policies, both orally and in writing. Providing advice and assistance to staff in preparing responses for executives.

Conducting review of correspondence prepared for signature of organization executives.

Education Substitution: Successful completion of two or more years of full-time graduate education or a Master's (or higher) degree from an accredited college or university or an LL.B. or J.D.

This education must demonstrate the knowledge, skills, and abilities necessary to do the work. I understand that I am required to submit proof of my educational claim.

Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in answering sensitive and complex inquires, comments, and complaints, which involve issues pertaining to AMO programs and policies.

Assisting in developing new or modified administrative program work methods, approaches, or procedures for delivering effective services to customers.

Applying a wide range of administrative program concepts, laws, policies, practices, and analytical/diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.

Assisting with the implementation of long-range planning for administrative matters. Education Substitution: A Ph.D.

or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M.

degree from an accredited college or university may substitute for experience required at this level.

(A course of study in business, international business, or a related field is qualifying.) Check with your school to determine how many credit hours comprise three years of graduate study.

If that information is not available, use 54 semester or 81 quarter hours.

Combining Education and Experience: To combine your education and experience, you must convert each to a percentage and then add the percentages.

The combined total of your percentage of education and experience must equal at least 100% in order to qualify.

If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3.

To calculate your percentage of graduate education, divide the number of graduate semester hours by 18.

To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/13/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

As a Special Advisor, this position provides expert advice, assistance, and guidance to supervisors, managers, and employees on a wide range of complex and sensitive administrative matters.

Utilizing comprehensive knowledge of the Air and Marine Operations (AMO) mission, this position performs diverse responsibilities that support all aspects of AMO programs.

This position starts at a salary of $65,735.00 (GS-09, Step 1) to $103,399.00 (GS-11, Step 10) with promotion potential to $123,927(GS-12 Step 10).

Typical duties include: Serving as an advisor to senior executive leadership on all administrative management matters associated with programs and operations.

Assisting in identifying and implementing efficiency improvements by analyzing, streamlining, and automating cumbersome or time-consuming manual administrative processes.

Acting as a liaison and trouble-shooter supporting the executive leadership and relieving leadership of unnecessary interruptions and demands on their time by handling matters of a general nature or referring particularly technical matters to the appropriate individuals.

Assisting staff to assure that the tailored responses are timely, complete, appropriate, and in compliance with executive preferences and policies.
