The GS-13 Social Worker Program Coordinator serves as the Program Manager of the Comprehensive Homeless Center (CHC) for the Central Arkansas Veterans Healthcare System (CAVHS), responsible for all outpatient homeless programs and services in the community.
The role involves advising top management on homelessness issues, managing program goals in line with VA, VHA, VISN, and CAVHS strategic objectives, and ensuring the effective clinical and administrative operations of the CHC.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements: 1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 2. English Language Proficiency.
Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). 3. Education.
VHA Social Worker must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.
A doctoral degree in social work may not be substituted for the master's degree in social work.

Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Program Coordinator), GS-13 Experience and Education: One year of experience equivalent to the GS-12 grade level.
Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following knowledge, skills and abilities (KSAs): Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.

Total Rewards of a Allied Health Professional The primary duties of the Social Worker-Program Coordinator include but are not limited to: Management & Policy: - Directs all CHC activities, ensuring compliance with VA regulations and policies and coordinates program execution.
- Develops short and long-term goals, policies, and procedures to align with VA and National Homeless Program Office objectives.
- Develops program evaluation methodology and analytical processes to provide ongoing monitoring and improvements in program effectiveness, productivity, and resource utilization.
- Evaluates outcomes of services and structures provided at the CHC, ensuring efficient and effective management in line with overall goals.
Program Coordination: - Coordinates activities with Residential Rehabilitation Treatment Program (RRTP) and Compensated Work Therapy-Transitional Residence (CWT-TR) Program Managers to ensure continuum of care.
Collaboration & Coordination: - Serves as the primary point of contact for CAVHS homeless programs and ensures collaborative relationships with rural Community Based Outpatient Clinics (CBOCs) and partnership agencies.
- Engages community providers and organizations, including Veteran Service Organizations (VSOs), non-profits, civic and faith-based organizations, and federal agencies, to address the unmet needs of homeless Veterans.
- Facilitates statewide outreach through HCHV, HUD-VASH, VJO, and HCRV programs to ensure wide-ranging resource availability.
Supervision & Leadership: - Provides oversight for clinical and administrative operations, including supervisory duties such as staff performance evaluations, training, and disciplinary actions.
- Ensures staff compliance with standards and ethical practices, promoting high-quality care and professional development.
- Develops intake, assessment, and placement protocols to enhance service delivery.
Resource & Fiscal Management: - Manages a multi-million-dollar annual budget, overseeing fund control points, contract payments, and financial resources.
- Coordinates with Fiscal Service on budgeting concerns and periodic audits, ensuring accurate and compliant use of resources.
- Engages in market research for contract development and prepares Independent Government Estimates (IGEs) accordingly.
- Oversee the day-to-day operations of the CHC, including multiple FCP accounts for HCHV salaries, contracts, travel, DTC lease, and supplies.
Facility Management: - Acts as Facilities Manager for the Day Treatment Center (DTC), handling environment of care, maintenance operations, security, and asset management.
- Ensures building readiness for inspections and proper functioning of all equipment and utilities.
- Coordinates with the Contracting Officer to ensure timely building maintenance and attention to necessary repairs.
Community Engagement: - Represents CAVHS at monthly and quarterly VISN and National calls for the various homeless center programs.
- Serves as the Subject Matter Expert (SME) and facilitates relationships with community partners, downtown businesses, and governmental entities.
- Initiates and participates in resource-sharing agreements and engages in outreach efforts including the CHALENG process and Dignity Memorial Burial Project.
Performance & Quality Improvement: - Develops and implements quality improvement activities, setting goals and evaluating outcomes to meet performance measures.
- Engages in data collection and analysis, developing and executing corrective action plans as necessary.
- Monitors compliance with VHA Directive 1161 and ensures staff adherence to productivity and clinical care standards.
Work Schedule: Monday-Friday, 7:00 am to 3:30 pm (Subject to change based on the needs of the service).
