Full Job Description

The Veteran Justice Outreach (VJO) Specialist is located at the Salisbury VA Medical Center, Salisbury, NC.

The VJO is a clinical social worker whose primary responsibilities are to provide intensive case management services, continuous quality improvement activities, evaluation/consultation, psychosocial assessments, placement services, and referrals to various community agencies for Veterans who are involved with the justice system or incarcerated.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).

Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.

A doctoral degree in social work may not be substituted for the master's degree in social work.

Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment.

Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Social Worker (Program Coordinator) GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level.

Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities.

In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.

Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program.

Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice.

Creditable Experience. The candidate must have knowledge of current professional social work practices.

To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional social work practice.

The experience or education must be post-Masters of Social Work (MSW) degree.

Experience and education satisfying this requirement must be active professional practice, which is paid/non-paid employment as a professional social worker, as defined by the appropriate state licensing board.

Quality of Experience.

Experience is only creditable if it is obtained following graduation with a master's degree in social work and if it includes work as a professional social worker directly related to the position to be filled.

Qualifying experience must also be at a level comparable to social work experience at the next lower level. Failure to Obtain License or Certification.

In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment.

The VJO functions as case manager for Veterans who are involved with the justice system performing duties to facilitate appropriate treatment and healthcare services.

The incumbent participates in development of a treatment plan for each Veteran contacted through outreach.

The treatment plan includes measurable goals based on relevant psychological, medical, and psychiatric information.

The incumbent is responsible for the assessment identification, facilitation and referral to appropriate medical and psychiatric services for Veterans identified as eligible for services.

The VJO assists incarcerated Veterans in the preparation of materials needed for applications to various agencies for entitlements, then, follows the process of the application until a determination has been made.

The incumbent serves as the major consultant for information on negotiating the complex processes Veteran's encounter when interacting with government and community agencies.

The incumbent provides referral to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs.

If appropriate, the incumbent provides referrals or consults, or in some cases direct admission of the Veteran to other VA programs including community-based residential treatment such as Grand and Per Diem programs, Health Care for Homeless Veterans contract residential treatment, Domiciliary or Psychiatric Residential Rehabilitation Programs, or compensated Work Therapy programs.

The incumbent conducts individual and family clinical interventions to facilitate the identification of substance abuse, psychiatric illness, and social needs as treatment issues.

Professional judgment, including the knowledge of normal and abnormal behavior, is an inherent competency applied in daily interactions with Veterans.

The incumbent documents the Veteran's progress in progress notes. Significant events are documented as needed. Information is to be entered into the CPRS system.

Advanced clinical training, insight and experience is utilized to interpret data and identify viable treatment options. The incumbent assesses high risk factors, acuity, and the need for services.

This social worker has the ability to serve Veterans who tend to have frequent and severe crises, lack family or an adequate community support network, be poor at self-monitoring, those that frequently fail to comply with instruction and treatment, or have significant deficits in coping skills and require continuing professional psychosocial support.

The incumbent meets with county jail administrators and staff on a regular basis to maintain appropriate policies and procedures required at each institution.

He/she attends correctional institution staff trainings relevant to working with offenders and high risk populations and represents the VA at community meetings, having membership on boards, councils and task forces.

The VJO also collaborates with Healthcare for Reentry Veterans Specialists in supporting engagement in care for eligible Veterans recently discharged from State and Federal prisons.

Contacts include providers who serve Veterans by contract or formal agreement with the VA, government staff, social, financial, legal, health and mental health agencies, Veterans and/or their families/relatives, Veterans' conservators, friends, employers, landlords, police, attorneys, judges, probation/parole officers, etc.

The incumbent assists the Veteran in services stabilization by consulting and intervening when problems arise with service providers and assists in priority management/pace of services/integration of Veteran in program with Veteran and program staff by participating in treatment team meetings.

The incumbent conducts staff development programs for mental health service and takes responsibility for providing opportunities to help staff update their mental health professional knowledge and practice skills.

The incumbent provides training and guidance to Social Work graduate students. The incumbent participates in the assignment of Veterans to treatment teams and programs.

Consults with other specialists in planning treatment for Veterans with comorbidities.

Facilitates community organization and outreach to alleviate problems that may interfere with Veteran's ability to achieve independence.
