A vacancy exists in the Department of Health and Human Services, Animal Services, Communicable Diseases & Environmental Health.

Requirements
Under general supervision, administers a unit of a social services program, supervises professional and support staff engaged in the practice of social work.
- Plans and directs a unit within a social services program.
- Trains and supervises social workers and other professional and support personnel.
- Provides direct clinical services to individuals and groups participating in the program.
- Reviews client information and authorizes eligibility for financial assistance and other tangible services.
- Reviews and analyzes case records. Ensures adherence to Federal, State, and local procedures regarding services performed.
- Coordinates the program's activities with other agencies and programs, which provide services to families and individuals.
- Participates in the evaluation of unit performance and services provided.
- Participates in the recommendation and development of program policies and procedures.
- Interprets the social service program to professional personnel to effect an efficient, integrated service with other organizations and institutions.
- Administers funds allocated for assistance distributed by unit.
- Maintains records accounting for program's services and expenditures.
- Prepares reports and correspondence.
Examples of Other DutiesRepresents the agency or program at meetings and conferences and on boards or committees. Participates in public relations and education regarding services provided. Performs other related duties as required.

Qualifications
Required Qualifications
Possession of a master's degree in social work from a college or university approved by the Council on Social Work Education
Plus
Four years' experience rendering professional social work services.
(Education beyond a master's degree from an approved college or university in the field of social work may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
Knowledge, Skills, and Abilities- Thorough knowledge of the principles, practices, and theories of social work and human behavior.
- Knowledge of the diagnosis, treatment, and management of social, emotional, and mental dysfunctions.
- Knowledge of the function and organization of community health and welfare programs and evaluation methods.
- Knowledge of administrative procedures and educational techniques in social services programs.
- Thorough knowledge of applicable Federal, State, and local regulations, procedures, and guidelines.
- Knowledge of County and departmental rules, regulations, policies, procedures relating to performance of duties.
- Knowledge of organization and function.
- Skill in the development of effective treatment or service programs for individuals and their families and in providing crisis intervention.
- Skill in interpreting and applying Federal, State, and local guidelines, regulations, and procedures.
- Skill in preparing accurate and complete forms, case histories and other records, and reports.

Information for Testing Special Skills or Qualifications:- Must have knowledge of mental health diagnoses, substance use disorders and the Public Behavioral Health Service system.
- Must have experience with providing supervision of professional staff, monitoring budgets and fiscal oversight of programs, preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes.
- Must have experience providing training.
- Must be detail oriented and able to work independently and manage a variety of tasks.
- Must have experience navigating state and local government relationships related to large system partnerships.
- Preferred experience with monitoring budgets and fiscal oversight of programs, preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes.
- Preferred training in/knowledge of the Collective Impact Model.
Licenses and CertificatesPossession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of a LCSW-Clinical license issued by the Maryland State Board of Social Work Examiners at the time of application. Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions at the time of appointment.
Proof of Licenses, Certifications and EducationApplicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDUREApplicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.

Additional Information
Employees must maintain licenses and certifications throughout the course of their employment.
Some positions require completion of an approved training program and must pass a competency test by the second training available after appointment to this classification.
Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.
Physical and Environmental ConditionsThe work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities. Some positions within this classification require traveling between work sites.
Medical Examination and Employment Background InvestigationApplicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint checks.
