Job Description

Summary

This job involves supporting social services programs, such as assisting with youth activities, group leadership in recreational or training settings, and helping individuals with personal or social challenges in a military environment.

A good fit would be someone with experience in counseling, community work, or aiding professionals in social welfare, who is reliable, empathetic, and comfortable working with groups including children.

The role requires passing strict background and drug tests due to its sensitive nature.

Key Requirements

  • One year of specialized experience at GS-05 level (or equivalent), such as group leadership in recreation, youth counseling, or assisting in social services
  • For GS-06: Alternatively, one year of directly related graduate education or a combination of education and experience
  • For GS-07: One year of specialized experience at GS-06 level (or equivalent) in more advanced social services roles
  • Pass initial and periodic drug testing as a Testing Designated Position
  • Complete comprehensive background checks including FBI fingerprinting, criminal history, and child contact requirements, with renewals every five years
  • Meet federal time-in-grade requirements if currently or recently in a GS position
  • U.S. citizenship and ability to work in a secure military installation in Idaho

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employees must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

This position has been identified as having "regular contact with children".

In accordance with (IAW) Public Law 101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.

DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) check will be completed on any person selected for this position.

Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.

GS-06: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems.

Examples of specialized experience includes; Group leader in community or residential recreation or training programs. Counselor in a youth summer camp.

Instructor in a training program for the development of job skills. Work that demonstrated the ability to be responsible for and to lead and train members of a job crew.

Group activities leader in the Armed Services. Unit leader-monitor-proctor for a dormitory group in a boarding school or other residential facility.

Aid or assistant to professional or specialist staff in such fields as personnel (private or government), employment guidance in a vocational or academic institution, social service, or manpower development.

Aid or assistant to professional or associate staff engaged in work of a social services nature in private, public welfare, government program, or community organizations, or in voluntary activities.

Aid or assistant to professional or specialist staff working with individuals who are addicted to or abuse alcohol and/or drugs. NOTE: Your resume must support this response.

OR EDUCATION: One full year of graduate education meets the specialized experience required only in those instances where it is directly related to the work of the position.

Education must have been obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work of a Social Services Assistant.

One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of FAP requirements and procedures and basic methods and techniques of counseling.

Knowledge in developing an education curriculum with learning objectives and outcomes.

Skill in using word processing automation software functions to support office operations and produce a variety of textual documents, such as letters, reports, memos, and form letters.

Skill in tactfully interviewing clients coming to the FAP office. Ability to work well with others in a team setting; and to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

The primary purpose of this position is: to conduct interviews with Family Advocacy Program (FAP) clients, administer assessment questionnaires, provide training to individuals at risk for family maltreatment, and assist other staff members in the research and evaluation of the Family Advocacy Program (FAP), to ensure compliance with Department of Defense (DoD) Directives and Department of the Air Force (DAF) FAP Standards.

GS-06 / GS-07 Conducts comprehensive screening interviews with Family Advocacy Program clients.

Assists in the development and implementation of comprehensive outreach and prevention programs for individuals, families, and groups requiring assistance with family-related issues.

Coordinates resource and referral services between military and civilian community agencies to ensure comprehensive support for military families.

Performs program administration and data management functions to ensure effective operation of the Family Advocacy Program.
