Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), CMS Global Hiring.

As a Social Science Research Analyst, GS-0101-13, you will perform program and policy analyses of services provided by HHS programs.

You will develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned HHS programs.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Lead research or data projects focused on Medicaid, Children's Health Insurance Program (CHIP), or similar program; (2) Apply qualitative or quantitative methods to analyze healthcare data for policy development, program evaluation, or compliance monitoring; AND (3) Create technical reports or data summaries to inform stakeholders on program policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Major Duties:

  • Develop and conduct program and policy analyses to identify and understand the needs and preferences of HHS health and human services programs and the populations they serve.
  • Plan, direct, and monitor activities involved in conducting surveys of program populations.
  • Design, analyze, implement, and interpret studies regarding the influence of communications about disease and therapy.
  • Serve as liaison with representatives of the health care and human services industry to obtain expert input and promote understanding of HHS program issues.
  • Interpret data tabulations and graphs; identifies critical factors such as data limitations, biases, sampling errors, and inconsistencies.
