Job Description

Summary

This job involves supporting victims of sexual assault and harassment in the Air Force by providing advocacy, guidance, and training to military personnel, civilians, and their families at an installation level.

It requires handling sensitive information with great care and discretion while helping prevent such incidents through education and response strategies.

A good fit would be someone with a background in social sciences or counseling who is empathetic, knowledgeable about military policies, and skilled in delivering support services.

The primary purpose of this position is to serve as a Sexual Assault/Sexual Harassment Victim Advocate to eligible installation level military, civilians, and dependents.

This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 0101 series and Group Standard for Professional & Scientific Positions.

BASIC REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position.

OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Examples of specialized experience includes applying knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment.

Using a knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence.

Providing knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment.

Applying knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment. 2.

Knowledge of laws, regulations, executive orders, issues, etc., to include the Air Force organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy, and related interpersonal violence.

3. Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment. 4.

Knowledge of training and education techniques to implement and deliver sexual assault/sexual harassment training. 5.

Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance.

6.

Ability to employ various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Duty 1: Serves as an installation Sexual Assault/Sexual Harassment Victim Advocate.

Duty 2: Maintains support and follow-up contact with sexual assault/sexual harassment victims throughout the lifecycle of the case.

Duty 3: Assists the installation SARC in the development and delivery of comprehensive sexual assault/sexual harassment training.

Duty 4: Represents the SAPR installation program both military and civilian agencies.
