Job Description

Summary

This job involves leading and coordinating sexual assault prevention and response programs at a military base in Texas, working with various service branches and civilian partners to support victims and educate the community.

It requires managing budgets, training, certifications, and communications to ensure effective programs.

The primary purpose of this position is: to manage, organize, and implement the Joint Base San Antonio Sexual Assault Prevention and Response Program (SAPR) Community Programs for all service SAPR offices, and serve as primary representative for JBSA leadership in community relations with designated civilian partners.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BASIC REQUIREMENT: A degree (bachelor's or higher) in behavioral or social science; or related disciplines appropriate to the position, for example Human Services, Psychology, Social Work, etc.

OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes 1) Developing, managing, and presenting budget to ensure viability of Headquarters Sexual Assault Prevention and Response programs.

2) Maintaining oversight of DOD Sexual Assault Advocate Certification Program (D-SAACP) credentialing status for Sexual Assault Response Coordinators, Victim Advocates and volunteer Victim Advocates across the command.

3) Monitoring and evaluating training content to ensure integration into all aspects of training and education across the Command and within the Agency.

4) Working with appropriate base, community or state agencies to ensure individuals affected by sexual assault or other acts of interpersonal violence are kept reasonably informed if prosecution is on-going while coordinating with legal authorities.

5) Preparing and presenting briefings, speeches, reports and professional papers, on organization's sexual assault prevention/response policy and other victim issues to senior leadership, spouses, civilian conferences, and public forums.

6) Applying knowledge to accomplish a variety of difficult and complex work assignments in carrying out the Sexual Assault Prevention and Response Program.

7) Assessing program needs to accomplish goals and objectives, evaluate program results and effectiveness, and recommend and/or implement solutions for improvements.

8) Advising program officials, including the installation's top leadership and installation personnel on the policies, practices, procedures, issues, and concerns associated with sexual assault and other acts of interpersonal violence and prevention, response, and victim advocacy.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, executive orders, issues, etc.

relating to victim advocacy, sexual assault, and other acts of interpersonal violence.

Knowledge of complex organizations that provide sexual assault response and prevention support to operating locations.

Knowledge of a wide range of social science and social work principles and concepts and practices relating to the prevention of and response to sexual assault and other acts of interpersonal violence.

Skill in assessing project needs to accomplish goals and objectives, evaluate project effectiveness, and recommend and/or implement solutions for improvements.

Skill in instruction practices, methods and theories as it relates to sexual assault awareness and prevention training.

Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues.

Skill in using various computer software databases, spreadsheets, word processing, and network programs such as Internet, Word, Excel, PowerPoint, HRD, DORS, TBB, and SITES.

Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance, prevention and training programs.

Ability to communicate effectively both orally and legibly in writing; ability to provide information and one-on-one assistance to individuals under difficult circumstances using sensitivity, tact, and caring.

Ability to plan, organize, and direct the functions of subordinate staff of an organization and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as Deputy Director of Joint Base San Antonio Sexual Assault Prevention and Response Program.

Serves as Joint Base San Antonio Sexual Assault Prevention and Response program Community Relations Chief, instituting programs and establishing positive public relationships within the JBSA community and local private and public sectors.

Exercises supervisory personnel management responsibilities over JBSA SAPR Program Managers.

Acts as part of the JBSA SAPR team in collaborating and combining resources and procedures necessary to provide victim care across all service branches affiliated with JBSA.
