Job Description

Summary

The Service Review Manager oversees a team that performs quality checks on health and human services programs to ensure they deliver fair and effective support to Utah residents.

This role involves leading reviews, making improvement suggestions, and helping shape department policies to promote better outcomes for families and youth.

It's ideal for someone with experience in social services management who is passionate about equity and quality improvement in public health.

This position is part of the Department of Health and Human Services (DHHS), Office of Service Review (OSR).

The Office of Service Review is located in the Division of Continuous Quality and Improvement, and the Service Review Manager coordinates and conducts quality reviews for internal DHHS operational units , and directly supervises a team of five internal service reviewers.


This position, in consultation with the Office Director, provides recommendations to agencies and advocates for clients.

The internal service review team plays a key role in moving the vision of the Department forward in ensuring that all Utahn's have fair and equitable opportunities to live safe and healthy lives by ensuring that DHHS operational units are continually improving the quality of their services as a result of OSR oversight and recommendations.


The Service Review manager assists the Office Director in setting policy and direction and may act on behalf of the director as assigned.

This position may also assist with developing and monitoring the program budget, monitoring compliance, and supervising staff.

The Manager may represent the agency at meetings with federal, state and local governments or private providers and/or serve on various boards, councils, committees, or task forces to facilitate agency goals.

Requirements

As a Service Review Manager, duties may include:

  • Sets goals, establishes priorities, manages resources, develops concepts and approaches, reviews project progress and results, makes management decisions.

  • Coordinates and conducts internal reviews of DHHS Operational Units. These reviews include Child and Family Service Review (CFSR+). Case Process Reviews (CPR), and Juvenile Justice and Youth Services Quality Service Review (QSR).

  • Works closely with federal partners and DCFS and JJYS quality improvement staff to make practice recommendations based on review outcomes.

  • Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

  • Compile data, develop reports, and present findings to management, various public officials, or senior professionals.

  • Participates in establishing direction, goals, and policies. Meets with agency managers and directors to determine needs and challenges.

  • Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.

Preferences

  • Preference may be given to applicants certified as a CFSR+/QSR reviewer, a mentor reviewer, or experience conducting other quality reviews at a state or federal level.

  • Preference may be given to those with supervisor experience.

  • Preference may be given to those with experience in Practice Improvement, Quality Assurance (QA), Continuous Quality Improvement (CQI) and performance analysis.

  • Preference may be given to those with skills in using Microsoft Office (Excel) , Google Suites, SAFE (DCFS), and Care(JJYS).

  • Preference may be given to those who have experience working in child welfare or juvenile justice positions.

Qualifications

The model candidate will be able to:

  • communicate information and ideas clearly and concisely in writing; read and understand information presented in writing;

  • speak clearly, concisely and effectively; listen to and understand information and ideas as presented verbally;

  • supervise others by assigning/directing work, conducting employee evaluations, overseeing staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc;

  • develop and/or implement new policies/procedures/standards and/or rules/regulations;

  • principles, theories, and practices of personnel/human resource management;

  • applicable laws, rules, regulations and/or policies and procedures;

  • principles, theories, and practices of budget management;

  • ensure compliance with contract terms, policies and procedures, etc;

  • agency objectives, organization, structure and mission;

  • deliver presentations or training using acceptable methods and techniques.

Additional Information

  • Some overnight travel may be required.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • EffectiveJuly 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.

  • This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
