This vacancy is for a Senior Trade and Industry Analyst in the Office of Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).
Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: To qualify at the GS-13 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service.
Specialized experience is defined as: Advising on programs or policies governing trade and/or foreign investment in the Unites States (e.g., Committee on Foreign Investment in the United States, defense trade and advocacy, defense priority allocation orders, offset programs), and/or other programs or initiatives related to trade, investment, national security, and/or foreign policy; and Performing analysis and/or evaluating technical information or quantitative data related to business, industry, trade, investment, and/or foreign policy; and Producing memos, reports, briefing documents, white papers, memoranda, correspondence, testimony, and/or other written documents for management; and Providing briefings to senior leaders, industry, and/or interorganizational partners.
Major Duties:
As a Senior Trade and Industry Analyst, you will perform the following duties: Plan and execute complex business/industry programs and functions essential to accomplishment of the employing unit's mission and assume responsibility for higher complex program management or analytical work addressing critical issues or mission objectives.
Support the Department's execution and engagement on the and Defense Production Act (ADA) programs and Committee on Foreign Investment in the United States (CFIUS) to include national security reviews of foreign investments, defense trade and advocacy, defense priority allocation orders, and offset programs, and other programs and initiatives at the nexus of trade, investment, national security, and foreign policy.
Serve as an expert and provide authoritative information on assigned programs/program segments and within areas of responsibility for CFIUS/ADA programs to stakeholders, colleagues, the Division Director, senior BIS and DOC officials, and interagency partners.
Represent the BIS as an authority and spokesperson for assigned programs/program segments to other government agencies, to top business and industry officials, and significant congressional staff and committees.
Represent the Division as necessary in interagency CFIUS and other discussions and prepare for and conducts briefings for BIS management.
Prepare reports, briefing documents, white papers, memoranda, correspondence, testimony, and other documents for the Division Director and senior Bureau and Department officials.
