Full Job Description

This position is part of the Southeastern Power Administration.

As a Senior Public Utilities Specialist, you will serve as a senior technical authority and team member within the Rates and Repayment area, applying advanced public utility theories, principles, and practices to ensure the financial integrity of SEPA's power programs while fostering strong relationships with customers and federal partners.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience for this position is defined as: At the GS-12 level: You must have one year of specialized experience equivalent to the GS-11 grade level or band in the Federal service in the following areas: Public utility theories, principles, practices, and techniques related to contract administration, power allocations, transmission services, or rates of power sales.

Power marketing contractual obligations. Electric utility marketing trends.

At the GS-13 level: You must have one year of specialized experience equivalent to the GS-12 grade level or band in the Federal service in the following areas: Previous work experience in rate/repayment study preparation consistent with DOE directives, including checking for accuracy, consistence, completeness, and documentation.

Market Planning and Analysis Initiatives used in the preparation of financial, marketing, and economic exhibits used to develop and justify budget, marketing, strategic and other plans.

Customer Relationship Development providing liaison with municipal and cooperative customer associations including power allocation analysis, maintenance of a statistical database, and preparation of sales records and reports.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

As a Senior Public Utilities Specialist, you will: Contract Administration and Customer Relations (25%) Serve as SEPA's utilities contracting and power marketing policy expert.

Customer Relations (25%) Analyze and resolve intricate customer problems, such as requests to exercise self-scheduling clauses which may require initiating changes to scheduling agents or transmission service arrangements.

Financial Analysis, Rate Development, and Repayment Studies (25%) Lead and perform in-depth financial analyses critical to SEPA's mission of marketing power at the lowest possible rates consistent with sound business practices.

Team Coordination and Program Support (25%) Share knowledge and expertise with peer Public Utility Specialists. Maintain meticulous records and documentation to support all team activities.

Compile data for SEPA's annual report, reviewing financial information from the Corps of Engineers.
