Department: Finance Division: Strategic Procurement DivisionReporting Location: 611 Walker StreetWorkdays & Hours: Monday – Friday 8:00 AM – 5:00 PM* *Subject to Change DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONSProcures complex and highly technical materials, equipment, services, professional services and products on a competitive basis and develops contract specifications and standards.

Confers with department key stakeholders and other technical personnel to develop detailed and technical specifications.


Responsibilities include, but not limited to, the following:

  • Develop and define specifications for the different procurement methodologies: qualified bid, best value, professional service, construction, request for proposal and request for qualifications.
  • Manage the formal solicitation process, vendor sourcing, evaluation matrix development, bid evaluation and bid award recommendations. Reviews bids, contracts and proposals for content and conformance to specifications.
  • Coordinate and provide oversight of contract compliance and vendor performance.
  • Responsible for contract administration including development of change orders, increase in spending authority, amendments to contract specifications and all elements of the contract.
  • Research and keeps updated on industry standards including key cost drivers effecting contracted pricing as well as supply and demand.
  • Performs and oversees tasks related to overall contract administration, maintenance and management of active contracts, and compiles statistical data to facilitate current and future contract planning.
  • Exhibits excellent customer service and communications skills.
  • Identifies and recommends strategies and procedures to improve the procurement process.
  • All other duties as assigned.


WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

Requirements

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Materials Management, Engineering, Purchasing, or a field closely related to the work being performed.

EXPERIENCE REQUIREMENTS
Six years of progressively responsible professional experience in purchasing technical materials, equipment and/or services or performing cost benefit and/or specification analysis are required.

Professional purchasing experience may substitute for the above education requirement on a year-for-year basis.

Qualifications

Preference will be given candidates with:
Strong analytical, business, written and verbal communications skills. Strong background in cost analysis and forecasting. Knowledge of governmental procurement concepts and practices. Working knowledge of all aspects of the City's purchasing systems and SAP applications.
