The City of Pasadena's Department of Transportation is seeking a Senior Planner (Transportation) for the Community Mobility Section of the Multimodal Planning Division.

Under direct supervision from the Principal Planner, the Senior Planner will perform a variety of professional planning work to implement Mobility Improvement Projects.

This includes managing projects within the Neighborhood Traffic Management Program, oversight and implementation of the Pedestrian Transportation Action Plan, Bicycle Transportation Action Plan and future Active Transportation Plan which includes facilitating significant community outreach.

The Senior Planner will independently manage complex transportation infrastructure projects.

Key responsibilities include preparing project budgets, leading community engagement, monitoring budgets, and managing consultants to ensure successful project delivery.

Additionally, the position will be responsible for overseeing planning studies and updating existing City planning documents.

The Senior Planner coordinates, schedules, assigns, trains and evaluates the work of professional and para-professional personnel; attends meetings; makes presentations and responds to community concerns about transportation related issues.

The ideal candidate will be a technical expert in their field, with a focus on transportation planning.

The candidate will have recent exposure on a diverse range of multimodal transportation projects and should demonstrate strong written and verbal communication skills, problem solving and critical thinking skills, be a team player, possess good customer service skills, have the ability to present recommendations to groups, take initiative, and have a strong work ethic.

Collaboration across sections of the Department is a must. Candidate must have the ability to act in the absence of the Principal Planner.

Requirements

  • Under direct supervision from the Principal Planner, the Senior Planner will perform a variety of professional planning work in the Multimodal Planning Division of the Department of Transportation to implement Mobility Improvement Projects.
  • Implement projects funded through the Los Angeles County Metropolitan Transportation Authority (Metro) Measure R Mobility Improvement Project (MIP) funding. In addition, the Senior Planner ensures timely invoicing and manages multiple consultant contracts.
  • Manage the implementation of the Pedestrian Transportation Action Plan, Bicycle Transportation Action Plan and in-process Active Transportation Plan.
  • Develop project community outreach plans, present at community meetings, and coordinate engagement work to successful build community consensus on transportation projects, policies, and plans.
  • Grant writing and subsequent administration of grant-funded projects for various transportation and traffic safety related improvements.
  • Assist in the development of the Capital Improvement Program and track quarterly project monitoring reports.
  • Work effectively with other departments, particularly the Planning and Community Development Department and Public Works Department.
  • Prepare requests for proposals and evaluate proposals.
  • Communicate effectively with Councilmember offices and the public.
  • Possess substantial knowledge of federal and state guidelines and requirements related to transportation planning.
  • Implement a Safe System Approach to traffic safety in alignment with the City’s Focused Local Roadway Safety Action Plan, with the goal of reducing traffic fatalities and serious injuries occurring in the City.
  • Prepare agenda reports and provide presentations to commissions, committees, and City Council.
  • Make a variety of public presentations and direct the preparation of reports and correspondence.
  • Monitor community needs, division resources, legislative mandates and grant-funded requirements.
  • Represent the department at City Council meetings, committee hearings, and with other City, state, and federal bodies.
  • May represent the City on local and statewide professional organizations and committees and in meetings with elected officials, Transportation Advisory Commission, governmental agencies, member agencies and funding agencies, including, but not limited to Federal Transportation Administration, Southern California Association of Governments, Caltrans and Los Angels County Metropolitan Transportation Authority.

Qualifications

Minimum qualifications:

Any combination of education and/or experience that provides the knowledge, skills, and abilities necessary for acceptable job performance would qualify.

  • A bachelor's degree in planning or a related field is required.
  • Four years of increasingly responsible experience in transportation planning including one year of experience in organizing, assigning, and managing the work of project or program teams.

Desired qualifications

  • Master's degree in planning, engineering, public administration or a closely related field.
  • At least two years of supervisory experience.
  • Experience managing complex transportation infrastructure projects and planning studies.
  • Memberships in the American Institute of Certified Planners (AICP) or certification by the Institute of Transportation Engineers (ITE) as a Professional Transportation Planner (PTP) are preferred.

SELECTION PROCESS:The selection process will consist of any combination of training and experience evaluation, Subject Matter Review (SME), oral panel interviews, and a department-level interview.
