Applications accepted from: All Persons Interested Service line/ Section: Houston Water/DWO- System Maintenance Reporting Location: 718 East BuressWorkdays & Hours: Various (Shift Work)*Subject to Change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSSupervises the coordination of the enforcement and application of various codes, ordinances technical specifications to include Field Work Standards for the distribution infrastructure system. Conducts, reviews and oversees the preparation of various inspections for water distribution repairs/rehabilitation and/or construction (new or revised) for compliance with City of Houston. Coordinates daily investigations assignments. Performs inspections, identifies problem areas and recommends solutions. Meets with inspectors, general public, contractors, technical professionals, valve personnel, COH DWO, WWO managers and businesses to respond to inquiries and technical problems. Reviews INFOR and 311 systems to ensure information is updated and closed out in a timely manner. Performs record keeping activities to maintain filing system, reports and documentation. Performs quality assurance inspections or follow-up inspections of subordinate inspectors. Performs inspection duties as needed and other duties as assigned. Perform inspections for 311 requests as required.
WORKING CONDITIONSRequires ability to communicate effectively, both orally and in writing, and to deal tactfully with clients, contractors, and the public. Will be required to work outdoors year round in all kinds of weather conditions. Routinely requires lifting of moderately heavy items, up to forty (40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.
This is a Department of Houston Public Works Emergency Management position at the Tier _I_ Level.
Requirements
EDUCATIONAL REQUIREMENTSRequires an Associate's degree in a field closely related to the area of inspection to be performed; or a high school diploma/GED and certification/licensing in a technical specialty program of over 18 months in the area of inspection to be performed.
EXPERIENCE REQUIREMENTSFour years of journey level experience in the area of inspection to be performed are required. In the areas for Electrical, Elevator Trades, Plumbing, Structural, and A/C and Boiler, experience must be journey level experience received after completion of apprenticeship program.
LICENSE REQUIREMENTSMay require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
Qualifications
Preference will be given to applicants with experience in supervision, inspection on rehabilitation, renewal and repair of water collection systems.
Strong knowledge of the City of Houston Standard Construction Specifications for Water Distribution Systems, Drinking Water Operations Field Work Standards, and OSHA Standards.
Proficient in Microsoft Applications (i.e. Word, Excel, and Outlook), INFOR IPS or a work order tracking system application, GIS GEOLINKS, and mobile technology. Class III Collection or Distribution “B” license or the ability to acquire within eighteen (18) months of hire/promotion
**Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6**.
