Job Description

Summary

This role involves supporting people with behavioral health needs to find and secure employment through the Pathways to Success program, including training staff, building partnerships with employers and community groups, and ensuring compliance with state and county rules.

A good fit would be someone experienced in social services or counseling who enjoys mentoring others, networking, and helping vulnerable individuals overcome employment barriers.

The position requires travel between Riverside and Temecula offices and offers a flexible 9/80 work schedule.

Key Requirements

  • Experience in employment counseling or social services, particularly with behavioral health or welfare-to-work programs
  • Strong skills in data gathering, evaluation, and report preparation for county, state, and federal requirements
  • Ability to interpret and explain state and county guidelines to staff, participants, and the public
  • Proficiency in training and consulting with junior employment services counselors
  • Networking and relationship-building with businesses, nonprofits, and community resources to create job opportunities
  • Comfort with auditing case files, monitoring program outcomes, and participating in surveys or studies
  • Bilingual Spanish skills preferred; willingness to travel between Riverside and Temecula locations

The County of Riverside's Department of Behavioral Health, Pathway to Success Division is seeking a qualified Senior Employment Services Counselor who will be assigned to the unit in Riverside and Temecula.
Essential Duties are as follows but are not limited to:

• Perform administrative support work such as: responsible for gathering and evaluating data, preparing various reports including those required by the county, state and/or Department of Rehabilitation.

• Provide consultative support to Employment Services Counselors in training.

• Evaluates Pathways to Success program needs, monitors program processes and outcomes, and reports findings and activities to the supervisor.

• Interprets State and County guidelines and policies to staff, program applicants/participants and the public in order to remain in compliance with current regulations.

• Participates in surveys and studies related to Pathways to Success operations.

• Establishes linkages with various community resources to promote concepts of hiring participants to employers and the community in order to obtain employment.

• Research community resources and provide information and support for PTS customer and staff success.

• Audit case files and PTS presentations.

• May represent the department at meetings, conferences and training programs.

• Counsel and work with participants who are having a difficult time finding employment.

• Train new and existing staff, and report progress to supervisor.

• May act as In-Charge Lead in absence of the supervisor.

• Develops and maintains collaborative relationships with businesses, nonprofit organizations, and government agencies to expand employment opportunities for Pathways to Success participants.

• Initiates contracting process with potential service providers and partner sites for employment placements.

• Additional duties may get assigned based on department needs.

Schedule: 9/80 Monday - Friday

Location: Travel between Riverside and Temecula location to perform duties.

Requirements

• Interpret State and County guidelines and policies to staff, program applicants/participants, and the public in order to remain in compliance with current regulations.

• Participate in surveys and studies related to Welfare-to-Work Program operations.

• Establish linkages with various community resources to promote concepts of hiring participants to employers and the community in order to obtain employment.

• Research community resources.

• Develop Self Sufficiency through Employment (SSTE) workshop outlines, and other tools and materials.

• Audit case files and workshop presentations.

• May represent the Department at meetings, conferences, and training programs.

• Counsel and work with participants who are having a difficult time finding employment. Individual counseling may include attitude and/or lack of skills.

• Train new and existing staff, and report progress to supervisor.

• May act as Team In-Charge in absence of the supervisor.

Qualifications

OPTION I:

Experience: One year of equivalent experience as an Employment Services Counselor II.

OPTION II:

Experience: Three years of professional experience in vocational, educational, or motivational counseling, employment development, training, and/or employment agreement negotiation and monitoring, or vocational testing and assessment. Experience must have included two years in a California county welfare to work program

OPTION III:

Experience: Two years of experience comparable to an Eligibility supervisor with Riverside County.

Knowledge of: Principles and techniques of counseling, vocational guidance, and occupational placement; social and psychological problems of unemployment or vocational adjustment faced by disadvantaged persons; wide variety of occupational job duties and requirements; public social service agencies and their services; general labor market trends and economic conditions.

Ability to: Promote concepts of participants to employers and the community in order to obtain employment for SSTE Workshop participants; assess and evaluate the employability of participants in job programs; counsel and motivate participants; mediate and resolve conflicts between job program participants and employers; establish and maintain effective working relationships with disadvantaged participants, employers, community service agencies, members of the public, and staff; communicate effectively in written and oral form; maintain case records; motivate and encourage all team members to achieve their individual and team goals. Proficient computer skills preferred.
