Under limited supervision the senior developer will act as a team lead managing direct reports to perform complex programming functions, assistance, and technical advice including design architecture, configuration, writing, testing, and documentation to complex programming of agency computer systems in the Public Health Deputy Area.

Ensure business continuity and alignment with agency initiatives. Emphasis will be placed on support of Public Health applications and system integrations.

Analyze, design, implement, maintain and provide technical support for Health applications and processes as assigned. Ensure maximum system uptime for critical components to ensure business continuity.

Adheres to Information Technology (IT) and security standards. Emphasis on supporting complex systems for Public Health.

Support, maintain, and/or modify web, mobile and client/server application modules, processes, and integration services for health program areas.

Provide technical backup to other health modules as assigned. Adheres to Information Technology (IT) application development standards and security requirements.

Serve as a technology lead within the team.

Define architectural design for projects, work with intra-agency technical and analytics teams, Project Management Office (PMO), Centers for Disease Control and Prevention (CDC), and vendor(s) to set standards, define product configuration, and ensure security.

Mentor technical team on advanced topics. Assist with problem resolution.

Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication. Other duties as assigned.

Employee will work under limited supervision. Must be customer-oriented and respond to priority tasks as needed. Some after-hour and weekend work may be required.

Requirements

State Minimum Requirements: A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software.

An associate degree or a bachelor's degree in a related field may substitute for the required work experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Knowledge of information systems design, testing, debugging, analysis, integration, maintenance and security techniques.

Ability to communicate effectively both orally and in writing. Minimal amount of travel will be required.

Qualifications

Associate’s degree and at least five (5) years of applicable software development and modification experience. Related experience may be substituted for the associate’s degree on a year-for-year basis.

Experience with .NET and/or C# (C-Sharp, a Microsoft programming language used for building applications) – at least two (2) years required. ANSI SQL (American National Standards Institute Structured Query Language, used for managing and querying databases) – two (2) years of experience required.

Experience with MVC (Model-View-Controller, a design pattern for organizing application structure), JavaScript (a programming language for web development), Rhapsody (a healthcare integration engine for data exchange), Java (a general-purpose programming language), and web service development.

Experience with HL7 (Health Level Seven, a standard for exchanging healthcare information), LOINC (Logical Observation Identifiers Names and Codes, used for lab and clinical observations), and/or SNOMED (Systematized Nomenclature of Medicine, a standardized clinical terminology).
