Seattle Public Utilities (SPU) is seeking for a Stormwater Operations Engineer (Civil Engineer, Sr.) with a strong track record of success and extensive experience to support our Drainage and Wastewater Line-of-Business.

As our Operations Engineer, you will be instrumental in optimizing the operational performance of our Drainage and Wastewater (DWW) system.?

In this role, you will have the opportunity to apply your engineering expertise and work collaboratively with a diverse team to manage drainage infrastructure to reduce flooding and improve water quality of Seattle's bodies of water, such as Lake Washington, Puget Sound, and local creeks and ponds.

Requirements

Program Management & Rehabilitation

  • Lead Program Oversight: Serve as the Program Manager for the Drainage Facilities Rehabilitation Program.
  • Strategic Planning: Manage long-term budgets, annual spending plans, workload forecasting, and project prioritization to ensure infrastructure longevity.

Facility Operations & Capital Project Support

  • Asset Stewardship: Support the operation, maintenance, and asset management of flow control and water quality facilities.
  • CIP Integration: Act as the DWW Line of Business Representative for capital projects aimed at flood reduction and water quality improvement.
  • Design Review: Review engineering plans and specifications; develop control center documentation, operational guidance, and post-construction monitoring plans.

Data Management & System Analysis

  • Performance Monitoring: Evaluate near real-time facility operations, coordinate with SCADA engineering and field staff, and conduct storm data analysis.
  • Data Integrity: Manage "time-series" data within the operational data warehouse, maintaining high-quality metadata and implementing reporting software to gain system insights.
  • Technical Documentation: Prepare and update facility operation plans, schematics, and technical drawings.

Technical Investigation & Troubleshooting

  • Field Investigations: Conduct on-site inspections of drainage facilities to troubleshoot operational issues or data discrepancies.
  • Operational Agility: Balance urgent, real-time operational troubleshooting with long-term program planning and design reviews.

Qualifications

Education/Experience: Bachelor Degree in Civil Engineering or Civil Engineering Technology and five (5) years professional civil engineering experience

OR

In lieu of a Bachelor’s Degree in an accredited program, a total nine (9) years of civil engineering work experience under the supervision of a licensed engineer may be substituted. There is no equivalency for the PE license.


ADDITIONALLY

All Candidates will need to possess the following required qualifications:

  • Registration as a Professional Engineer in the State of Washington
  • Current Washington State driver's license or evidence of equivalent mobility


Desired Skills/Experience:

  • Proven experience in managing civil engineering projects, preferably in a municipal setting
  • Good working knowledge of hydraulic principles related to stormwater system infrastructure and stormwater system operations
  • Experience in stormwater and system planning, design, construction, and utility asset management
  • Knowledge of the operation of stormwater system components such as control valves, weirs, orifices, and pumps, etc.
  • The ability to write clear and concise technical reports in a timely manner
  • Demonstrated ability to successfully work well and collaborate with others in a team environment, delivering complex multiyear projects

Additional Information

This position allows for the flexibility of a hybrid work schedule. Employees will be required to come into the office a minimum of twice a week.

Individual schedules will be agreed upon by the employee and their supervisor and may be subject to change based on business needs.
