Full Job Description

The SC State Treasurer’s Office is seeking an experienced Functional Lead / Senior Business Analyst with deep SAP Treasury expertise to serve as a core functional resource for the STO’s Treasury technology solutions including SAP.

This role is responsible for analyzing, designing, configuring, implementing, and optimizing SAP solutions that support the Office’s core treasury operations - including cash management, investments, debt, treasury and consumer programs departments - within a fully integrated environment, while ensuring full compliance with state statutes, governmental accounting standards (GASB), regulatory requirements, and security policies.

The incumbent acts as a functional bridge between Treasury business units and technical/IT teams, providing expert guidance, solution-driven delivery of outcomes, and continuous process improvement.

Essential Duties and Responsibilities

  • Lead end-to-end functional requirements gathering, business process analysis, design, configuration, testing, and deployment for SAP and non-SAP Treasury business requirements.
  • Serve as a Functional Lead for SAP Treasury projects and enhancements to deliver high-quality solutions.
  • Translate complex Treasury business needs (cash forecasting, investment accounting, debt management, counterparty risk, bank reconciliation, and liquidity optimization) into effective SAP configurations and enhancements.
  • Perform advanced SAP functional configuration, master data maintenance, workflow design, and system integration with SAP FI, Funds Management (FM), Public Sector Management (PSM), and external banking/fintech systems.
  • Provide expert-level production support, troubleshoot complex issues, conduct root-cause analysis, and support the implementation of preventive solutions.
  • Develop functional specifications, test scripts, training materials, end-user documentation, reports, and analytics dashboards to support Treasury decision-making and regulatory reporting.
  • Support user acceptance testing (UAT), change management, and end-user training initiatives.
  • Ensure all SAP Treasury processes comply with GASB standards, state fiscal policies, internal controls, and data security requirements.
  • Participate in system upgrades (e.g., ECC to S/4HANA), patches, and new feature implementations while minimizing operational disruption.

Requirements

  • Experience working in a state, local, or public-sector finance/treasury organization.
  • Familiarity with public-sector financial management practices, GASB standards, and governmental auditing requirements.

Knowledge, Skills, and Abilities

  • Deep functional knowledge in Government Treasury processes and expertise in SAP Treasury processes and configuration.
  • Ability to translate complex business requirements into clear functional designs and technical specifications.
  • Proficiency with SAP reporting tools, and interface technologies.
  • Strong understanding of internal controls, segregation of duties, and data security in a government setting.
  • Proven ability to work independently and manage multiple priorities in a fast-paced environment.
