Full Job Description

Do you have experience acting as a lead application developer? If so, bring your specialized skillset to the Employment Banking and Revenue (EBR), IT Delivery Center. The Revenue, Lottery, Insurance, and Banking and Securities Division is searching for a Senior Applications Developer to design, configure, test, and implement taxpayer management, tax return processing, as well as data warehouse and discovery in the Pennsylvania Tax Hub (PATH) system. Requirements

As part of the Delivery Center, you will perform development and maintenance activities for the Pennsylvania Tax Hub (PATH) system.

In this role, you will serve as a lead developer on a PATH production support team, providing direction to project staff throughout the systems development life cycle.

You will utilize GenTax tools and components from Fast Enterprises used in the design, system configuration, code development, change management, migration management, and system documentation of business processes for the administration of taxes.

Another key responsibility of this position includes analyzing and translating management and business process objectives and procedures into a technology solution to meet business goals.


In order to help us achieve our goals, our ideal candidate will possess the following experience and skills:

  • Working with the COTS integrated tax processing software package, GenTax®
  • Acting as a development team lead
  • Designing and supporting various tax system components including but not limited to Returns Processing, Collections, Compliance, Decision Support, and Tax Clearance
  • Gathering requirements and performing system analysis, design, documentation, development, and testing
  • Excellent organizational skills and attention to detail
  • Ability to function in an atmosphere of constant change with detailed accuracy
  • Ability to function within team-based organization
  • Ability to communicate effectively, both verbally and in writing, to all levels within the organization as well as outside agencies and vendors

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch. End time may be flexible.
  • Telework: You may have the opportunity to work from home (telework) part-time.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Middletown. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Applications Developer 2 or Computer Programmer 4; or
  • Five years of information technology experience that includes three years of experience in applications development or applications maintenance; or
  • Three years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
  • One year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; or
  • An equivalent combination of experience and training.


Other Requirements:

  • This particular position also requires possession of two or more years of full-time experience with Microsoft VB.NET.
