Full Job Description

The position is to serve as Deputy Director within the Office of Strategy, Planning, and Performance Improvement (OSPPI), Office of the Assistant Secretary for Management, within the Departmental Offices (DO) of the Treasury.

OSPPI oversees Treasury-wide implementation for the Department for strategic planning, measuring, monitoring, and reporting organizational health and performance, program and project management, evidence-building and program evaluation, and enterprise risk management.

SPECIALIZED EXPERIENCE: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized Experience for this position includes: Performing work that involves analyses, program reviews, and development of cross-agency activities; AND Preparing responses to congressional, press, or other public inquiries related to the management of organizational programs and operations; AND Planning, evaluating, and organizing high visibility project priorities for organizational level using project management strategies.

Examples could include determining resource requirements, establishing short- or long-term goals, coordinating with other organizations, and monitoring progress and evaluating outcomes; AND Establishing products and services with clients or customers to define project scope, requirements, and deliverables; AND Developing and implementing new or revised management initiatives, programs, operations, and procedures.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties:

As a/an Senior Analyst, you will: Plan, develop, recommend, coordinate, and implement Treasury management improvements and strategies, as well as design management techniques to achieve strategic and management goals.

Compare existing Treasury program-level management practices against public and private sector (best practices) to propose and implement improvements as needed.

Review existing program-level reporting, and work to enhance reporting where necessary. Develop Treasury-wide monitoring and strategic management processes, including detailed data driven reviews.

Develop, produce and prepare statements, written materials, including briefing or issue papers, and memoranda for the ASM, DASSPPI/CRO and other senior Treasury officials, for the purpose of meetings, speeches, interviews, and testimony.
