Job Description

Summary

This role involves advising on intellectual property policies for defense acquisitions, helping shape rules for licensing technology and data in military programs.

It requires working with government leaders, program managers, and industry partners to ensure smooth implementation of IP strategies across the Department of Defense.

A good fit would be someone with deep experience in acquisition management and negotiating tech agreements, ideally from both government and private sectors.

Full Job Description

The position of Senior Advisor, Intellectual Property reports to the Principal Director, Defense Pricing, Contracting, and Acquisition Policy.

The Senior Advisor, Intellectual Property is responsible for the policy of Intellectual Property across the Department of War.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Demonstrated expert knowledge of, and extensive experience in, system acquisition and/or program management.

TQ 2: Demonstrated knowledge of and experience with the development of requirements for upgrade and sustainment and licensing of Intellectual Property and technical data rights preferably within both the Federal Government and industry; including delivery requirements, structuring, drafting, revising, and negotiating a wide variety of agreements related to intellectual property and technology including software and intellectual property license agreements, research and development agreements, and strategic alliance agreements.

Time in grade is not required for Senior Level (SL) position.

Major duties include, but are not limited to: Responsible for the developing, refining and interpreting policy and implementation of acquisition and licensing of Intellectual Property (IP) across the Department of War, working closely with the other Office of the Secretary of War (OSW) and Component staff, senior DoW leadership to advise on the execution of IP laws, regulations and polices to include implementation across the DoW enterprise, as directed in section 2322 of title 10 U.S.

Code. Formulates and oversees the development, review, and implementation of IP laws, regulations, and policies.

Supports Program Managers to develop program IP strategies, leading customer engagement activities, communication with acquisition and sustainment professionals throughout the Department and the Defense Industrial Base, legal counsel, and staff at collaborating organizations and companies.

Oversees the development of technical advice in the areas of IP, which includes system architecture (e.g.

open architecture, etc.) IP re-use, data repositories, COTS, business process re-engineering, as well as analysis and assessment of the impact of congressional legislation impacting business transformation and the acquisition process.

Leads preparation and review of correspondence and requests concerning assigned programs and activities directed to the Secretary of War, the Under Secretary of War (Acquisition and Sustainment), the Assistant Secretary of War (Acquisition) and the Principal Director, Defense Pricing, Contracting, and Acquisition Policy.

Directs studies and analyses as required to support Congressional and other stakeholder requirements and to enhance the performance of aforementioned duties.
