The primary purpose of this position is: to provide principal program management for security forces resource protection, crime prevention, police services, law enforcement, investigations, and traffic activities in support of an AFRC host installation/wing.
Supervisory duties are performed less than 25 percent of the work year.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes applying knowledge of a broad range of security, security forces, force protection/antiterrorism, resource protection, crime prevention, police services, law enforcement, investigations, and traffic program directives, policies, instructions, specialties, concepts, principles, criteria, requirements, technology, and practices to independently make decisions and recommendations and manage program area.
OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of a broad range of security, security forces, force protection/antiterrorism, resource protection, crime prevention, police services, law enforcement, investigations, and traffic program directives, policies, instructions, specialties, concepts, principles, criteria, requirements, technology, and practices to independently make decisions and recommendations and manage program area.
Knowledge of the AFRC overall and AFRC Security Forces missions, functions, and structure at the unit level to ensure effective implementation and oversight of program plans and processes.
Able to conduct surveys, assessments, and projects and effectively evaluate results for the management and completion of programs.
Able to read and understand written and oral directives and guidance, and ability to communicate effectively with diverse groups of individuals, both orally and in writing.
Ability to effectively organize and manage various program activities and tasks, singularly and together, and familiarity with Air Force, AFRC, and local administrative requirements.
Skill in handling, using, and qualifying with various types of small arms weapons, and able to be armed for duties. Understand civilian personnel guidelines and the installation/wing labor agreement.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE: The incumbent's regular assignments are primarily resource protection/crime prevention and police services duties; however, the incumbent may be assigned some other security forces and organizational duties, as directed.
May be require to fly in military or commercial aircraft to perform temporary/permanent duty assignments. Complies with security forces general orders.
Takes charge of post, performs duties, protects property and personnel for which responsible until properly relieved.
Must be qualified in the use of required firearms and be able to be armed in the performance of duties. Receives specialized training in accordance with directives and requirements.
Must maintain proficiency in duties and successfully pass an annual or random duty position evaluation. Must wear prescribed uniform while performing duties.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. The employee will be required to obtain and maintain a Top-Secret security clearance.
This is a drug testing designated position. Incumbent is subject to random testing for drug use. Incumbent must possess a valid operator's license.
Department of War Physical Security Certification (PSC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
DUTY #1: Resource Protection and Crime Prevention Program Manager. Security Forces Investigations Program Manager.
DUTY #2: Provides program management and acts as the security forces focal point for all investigations activities provided to or conducted on the installation, including conducting investigations and detaining persons suspected of committing crimes on the installation.
DUTY #3: Performs personnel supervisory/management responsibilities.
Counsels employees, takes or recommends disciplinary actions, recommends awards, sets standards, evaluates performance, approves leave, signs time and attendance records, prepares or revises position descriptions, and resolves grievances or refers to higher authority along with recommendations for resolution.
Establishes training schedules and provides necessary classroom or OJT. DUTY #4: Evidence Custodian.
Serves as primary custodian for evidence relating to criminal activities/investigations on the installation. Assists in Security and Force Protection Program and Operations activities.
DUTY #5: Develops Security Forces plans for program areas.
Develops and maintains required plans, guidance, and directives on security of nonpriority resources, resource protection, crime prevention, police services, investigations, and traffic.
DUTY #6: Provides assistance to the Chief of Security Forces and Chief, Security Forces Operations Branch and performs other auxiliary and Security Forces functions, as required.
