This job involves overseeing security programs for highly classified special access projects in the U.S.

Air Force in Europe, acting as an expert advisor to leaders on protecting sensitive information and managing risks across computer, physical, and personnel security areas.

The primary purpose of this position is: To serve as MAJCOM Special Access Program Security Specialist and Government SAP Security Officer with oversight for NAF and Wing Security Specialists and security programs.

Serves as subject matter expert and security advisor to senior MAJCOM, NAF, and Wing leadership on USAF, DoD, and National level SAP policy and management.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes: Applying Knowledge of a broad range of all special access program security disciplines and application in wide range of security program relationships coupled with the ability to evaluate risk versus mission requirements; knowledge of all security disciplines is required to evaluate multi-discipline risks to classified National Security information and apply appropriate levels of protection as well as provide evaluation, direction, and guidance to subordinate organization security professionals across the command; knowledge in Computer, Information, Physical, Personnel, and Industrial Security to provide recommendations and approve security measures applied; knowledge of security disciplines to recommend and advise senior leaders as the technical expert in resolving problems in existing security systems and program requiring innovative solution and all security disciplines further applied in support of security classification methods, concepts, and eligibility for access to special access, classified or sensitive information and experience in security to enable effective root cause analysis of unique and unpredictable challenges in the MAJCOM area of operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of security program relationships, advanced security concepts, principles, criteria, requirements, technology, and practices.

Knowledge of required security training concepts, programs, procedures and practices and ability to present clear, concise, complete, accurate, and timely classroom and on-the-job training.

Knowledge of, and ability to apply, basic budget and resource management policies, principals, and practices.

Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the special access program for the command.

Ability to plan, organize, and lead others in studies or projects and negotiate effectively with leadership and other stakeholders to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established requirements, concepts, and procedures.

Ability to communicate orally and in writing with technical accuracy to a large range of audiences and to establish professional working relationships with coworkers, customers, and other agencies to provide for successful accomplishment of the mission.

OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE: 1\. Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI) and multiple SAPs. 2\.

The employee may be required to take a random counter-intelligence scope polygraph and submit to additional background checks as a condition of employment and/or continued access to SAPs. 3\.

The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc.

May be required to carry a cell phone or beeper. 4\.

The position requires the ability to perform physically arduous work such as climbing into false ceilings and crawling under false floors during physical security inspections. 5\.

The work requires the employee to drive a motor vehicle. A valid driver's license is required for the position. 6\.

Knowledge of computer systems and programs such as Outlook, Access, Word, PowerPoint, and Excel. 7\.

The employee may be tasked to deploy during exercise or real-world contingencies to support the unit's operations.

Deployed locations may be austere bases with various physical demands associated with maintaining living and working conditions. 8\.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. 9\.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 10\.

Considerable knowledge and experience in personnel, information, and physical security is critical to this position.

Specific knowledge and experience with special access program (SAP) security procedures are also critical. 11\.

Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.

The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016.

Incumbent employees assigned on or before 13 Mar 2016 are not required to obtain the DoD certification(s) listed above.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY #1: As the subject matter expert (SME) and GSSO develops and plans SAP/SAR security requirements for USAFE-AFAFRICA.

DUTY #2: Responsible for the management and the writing of technical data into formal briefings for the development of recommendations on risk identification, avoidance, and mitigation for USAFE-AFAFRICA Special Access Programs.

DUTY #3: Responsible for the administration and oversight of the physical security and AIS management responsibilities at all USAFE-AFAFRICA Installations.

DUTY#4: Evaluates, administers, and develops goals, plans, and MAJCOM/Wing security education guides, briefings,and policies, administers USAFE-AFRICA's Special Access Industrial Security Programs, and reviews,oversees, and reports the progress of USAFE-AFAFRICA Installation Logistic programs.
