Summary

Key Requirements

Full Job Description

This position is located in the Office of the Director, Cost Assessment and Program Evaluation (CAPE).

The Director, CAPE supports the Secretary and other Department of War (DoW) senior leaders by providing non-advocate, and fact-based decision support.

CAPE's objective is to maximize both effectiveness of DoW warfighting and institutional investments and ensure the Department uses resources in the most cost-effective way.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Providing core security program functions to implement policies to ensure compliance; 2) Preparing guides and other correspondence to define and communicate security program policies and procedures; and 3) Preparing analyses and reports of operational activities.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Implementing core security program functions to identify and resolve complex security issues; 2) Providing guidance on security program policies and procedures; 3) Managing procedures for personnel security investigation and facility accreditations; and 4) Overseeing organization's security training and education program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Incumbent typical work assignments may include the following: Manages the day-to-day operations of CAPE's security program, implementing policies across all disciplines-including Personnel, Physical, Information, Industrial, Insider Threat, Special Access Programs (SAP), and Sensitive Compartmented Information (SCI) -to ensure compliance.

Serves as the organization's designated Special Security Contact Officer (SSCO). Manages the operational aspects of the Foreign Disclosure Program.

Manages and conducts the organization's security training program.

Serves as the principal authority for CAPE's organizational resiliency to ensure organization's uninterrupted performance of mission­ essential functions during any crisis or emergency.
