About the Position: This position is located in the ECJ5 Security Cooperation Programs (SCP) Division, Military-to-Military (M2M)/Partnership for Peace (PfP) Programs Branch, Strategy, Plans, and Policy, US European Command (EUCOM) in Stuttgart, Germany.

Incumbent serves as a Regional Program Manager (RPM), leading, facilitating, and directing the development and execution of all M2M and NATO PfP activities in support of Country Cooperation Plans.

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 Years by a current permanent Army employee.

Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience One year of specialized experience which includes: 1) Program Management Overseeing the execution of security cooperation programs in the command area of responsibility.

2) Military-to-Military activity coordination Coordinating Military-to-Military activities that support and advance security cooperation objectives.

3) Policy and Briefings Implementing directives and preparing briefings and recommendations for senior leaders.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Responsible for program management of over 400 annual Military-to-Military (M2M) activities - full range of planning, analysis, formulation, justification and execution of M2M events, exercises, assessments, conferences, seminars, and workshops.
  • Conduct strategic country planning in coordination with EUCOM Country Desk Officers, ODCs, BAOs, State Partnership Coordinators, various EUCOM staff entities, Service Components, and other governmental agencies for the development of the annual plan.
  • Maintains the CFR database and other systems for managing security cooperation activities in the Military-to-Military (M2M) program.
