The Department of Corrections is seeking a highly motivated and qualified individuals for the position of Corrections Specialist 2 - Resolutions at the Stafford Creek Corrections Center in Aberdeen, Washington.

Stafford Creek Corrections Center is a 1,936-bed multi-custody facility located five miles west of Aberdeen, on the southern Washington Coast.

There are seven living units for medium and minimum long-term custody Incarcerated Individuals and a restrictive housing unit for maximum-custody Incarcerated Individuals.

SCCC was Washington State's first tobacco-free facility for both staff and Incarcerated Individuals.

    The Resolution Program was developed in accordance with the Prison Litigation Reform Act in an attempt to prevent

    Civil rights violations from taking place within the facilities.

    This position contributes to the department’s mission of improving public safety and is considered a technical expert in the specialized field that performs journey-level work to ensure the facilitation of this administrative program.

    This position is expected to have an open line of communication with the facility's Superintendent while reporting directly to the facility Superintendent/designee for day-to-day

    This position facilitates, directs, and implements all aspects of the Statewide Resolution Program (SRP) following the Statewide Resolution Program Manual (SRPM) and DOC 550.100.

    Duties

    Facilitate, direct and implement all aspects of the facility’s Offender Grievance Program (OGP):

    • Review all incoming Resolution Requests and determine how to process based on the Statewide Resolution Program Manual and policy requirements.
    • Attempt early resolutions at level 0 by meeting with the incarcerated individual when possible to open the lines of communication and to show good faith in resolving concerns at the lowest level possible.
    • Gather all Resolution Requests per policy (twice per week} from the facility’s resolution boxes. Ensure the processing of Emergency Resolution Requests per the Statewide Resolution Program Manual.
    • Review individual statements, disciplinary materials, kites, health records, video evidence, and
    • staff communications related to each instance of reported retaliation. Report concerns to the
    • Superintendent/designee for determination of action taken.
    • Provide facility Resolution Program data to the Appointing Authority monthly, reflecting active resolutions by the date assigned, level, and reviewer assigned.
    • Ensure the Facility Superintendent/designee is notified when there is evidence of any staff misconduct or retaliation per the Statewide Resolution Manual.
    • Recognize and immediately report/address concerning trends/casual factors with the Superintendent/designee.
    • Prepare comprehensive reports and make recommendations to management and the appointing authority based on empirical data.
    • Ensure all Health Service complaints are forwarded to the local HSMs or assigned designee for assignment for a clinical response to health concerns.
    • Send the MH program/provider for any incarcerated individual's suicidal ideation/threats followed up by MH providers per the RPM.
    • Scan complete documentation for a Not Accepted Appeal to HQ Statewide Resolution Mailbox for a decision on upholding/remanding back for further review.
    • Enter Resolution information into OMNI with appropriate coding/case activity while managing review assignments.
    • Ensure all documents are typed/transcribed appropriately for Level 1, 2, & 3 Resolution Request and reviews for the assignment of reviews to staff and subject matter experts.
    • Conducts weekly, monthly, and yearly audits for quality assurance in order to maintain facility and policy compliance.
    • Track active reviews at Levels 1 and 2 ensuring administrative responses are timely. Provide timeline extensions and documentation when needed1 send reminders to staff as necessary for updates on their review process.
    • Resolution Specialists are required to "assign out" or "conduct" all Level 1 and Level 2 reviews.
    • Maintaining a list of qualified resolution responders to include assigned staff for level 1 and 2 reviews while ensuring compliance with Operational Memorandums and Policy; as well as prepare analysis of data, indicating trends and problem areas related to custody, staff, access to care, etc.
    • Analyze completed reviews and formulate appropriate response for Levels 0, 1, & 2.
    • Review completed packets to include all pertinent information and attach all available evidence.
    • Monitor and track resolution participation within the program while ensuring fidelity, compliance, and adherence.
    • Ensure timely, unbiased, and professional interviews are conducted with staff, witnesses, and incarcerated individuals before a level III review assignment.
    • Ensure all video evidence is requested and secured within the 30-day window, to promote agency transparency of events.
    • Provide meaningful direction to incarcerated individuals for a remedy to concerns that the Resolution Program cannot address per policy.
    • Interprets and explains applicable laws, rules, regulations, policies and procedures and WACs and RCWs where applicable and details information accordingly for both staff and incarcerated individuals.
    • Develop and manage the SCCC Peer Support Mentor Program.

      Supervise, hire, and ensure performance measures are maintained by the Incarcerated workers who are hired to perform the Peer Support Mentor at SCCC as well as supervise, hire, and ensure performance measures are maintained by the Incarcerated workers performing this duty.

    • Develops standard processes and practices, hires, and has managerial oversight of the facility Peer Support Program.
    • Ensure the Resolution Peer Support Program is in compliance with policy 550.100 and the Statewide Resolution Program Manual at all times.
    • Resolution Specialists now have access to review, pull, and download facility-wide videos for evidence in Resolution Reviews. This includes capturing PDRs.

    Provide education training, and communication with incarcerated individuals and staff.

    • Manage a model of a neutral position and maintain zero tolerance for any bias.
    • Promote staff awareness and education by proactively engaging a diverse population in resolving issues and concerns at the lowest level.
    • Communicate the mission of the program, resources, and process to support violence reduction and risk mitigation strategies.
    • Oversee, manage, and coordinate all aspects of the Resolution Program and activities including the peer mentorship, orientation, and staff training at the facility level.
    • Promote staff modeling of respectful and inclusive interactions and demonstrate positivity in actions when dealing with the incarcerated population, staff, and external stakeholders.
    • Monitor and respond to incarcerated individuals’ KIOSK (Electronic) messages, Kites, letters, etc.
    • Maintain/provide/post the appeal tool resource for the incarcerated population to utilize and address their concerns promptly outside of our Resolution Program.
    • Serve as a resource for reviewers, managers, and staff for Resolution related questions and issues regarding emergent requests/situations.
    • Aid the facility in incarcerated individuals receiving center/orientation for introduction to the Resolution Program and answer questions when appropriate.
    • Ensure incarcerated individuals and staff are knowledgeable in the Resolution Program by providing orientation, training, and assistance as needed.
    • Respond to ATG and Office of Corrections Ombuds (OCO) requests for information and records, sign affidavits, and attend meetings as requested.
    • Identify and train staff to conduct reviews and provide level I and II responses.
    • Ensure the Statewide Resolution Program Manual is readily available to the individuals and directions on use are clear, concise, and helpful.
    • Attend weekly/bi-weekly HQ meetings for statewide consistency and attend charter projects as necessary for the growth of the Statewide Resolution Program.’
    • Attend continued educational opportunities as offered by HQ Resolution Program.
    • Search electronic and hard copy records for public disclosure requests, litigation holds, and injunction requests.
    • Identify trends and monitor tort expenditures while implementing charter group projects to mitigate future liabilities and issues.
    • Devise methods and processes to resolve institutional issues that have both local and statewide impact by consulting all facilities during workgroups in order to identify residual issues.
    • Consult and staff facility issues with statewide counterparts in order to alleviate and solve problems for the department.
    • Provide Statewide Resolution Handbooks and pocket guides for facility orientation and upon individual request.

    Record Keeping, data research, and analysis. Identify/report process issues and make recommendations for updates and changes.

    • Manage and oversee all Resolution documentation that is stored securely while maintaining appropriate and accurate filing of confidential hard copies.
    • Ensure OMNI applications are updated promptly, and screens are closed out according to timelines.
    • Ensure the proper documents are appropriately scanned into OnBase using the correct applications and on time for immediate review of the information by the necessary staff.
    • Index all materials into OnBase and self-audit your program to ensure all indexing has been completed correctly before requesting permission from HQ to delete retention folders.
    • Provide appropriate data analysis and trend information to facility management regularly, including emergent issues as appropriate for the safety and security of the institution.
    • Maintain confidentiality of the Resolution Program at all times.
    • Ensure or process/aid in Public Disclosure Requests and OCO per DOC/State requirements.
    • Run program data locally for review and analysis
    • Ensure all necessary documents are readily available to the incarcerated individuals including duplicate complaint forms, appeals tools, pocket guides, etc.
    • Work with incarcerated individuals and other staff to resolve complaints at the lowest level defining the needs and planning for the Statewide Resolution Program.

    Supervision of Correctional Specialist Assistant (CSA)

    • Complete annual performance evaluations in a timely fashion; review position descriptions during pre-meet for annual performance feedback. Encourage options for professional development as appropriate.
    • Set performance expectations for supervised personnel reflecting standards of performance outcomes and link to agency mission, vision, and values.
    • Address both positive and work performance issues as needed through periodic supervisor conferences/reviews, conferring both praise and plans for improvement as needed.
    • Coach, mentor, and provide training for supervised staff continually, providing recurrent reviews of performance, identifying successes and areas of improvement. Document performance plans through supervisory conferences as appropriate.
    • Monitor and approve leave usage requests.
    • Provide appropriate resources for personal and/or professional issues that require assistance outside of normal supervisory engagement, i.e. Employee Assistance Program (EAP), Human Resources, statewide resources for employees (Washington Connections, etc.)
    • Manage staff within the performance of their duties and daily tasks; ensuring administrative functions and assignments are completed timely.

    Qualifications

    High School Diploma or equivalent
    AND
    Six (6) years’ progressively increasing responsibilities in a correctional setting, correctional operations environment.

    OR

    Associate degree (or completion of two years of college, 90 quarter credits, or 60 semester credits) from an accredited institution recognized by the U.S.

    Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.

    AND Four (4) years’ progressively increasing responsibilities in a correctional setting, correctional operations environment.

    NOTE: Additional qualifying experience will substitute, year for year, for the required education. Corrections experience means that the focus of the work is dealing directly with incarcerated individuals much of the time.
