DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

This Safety Officer position will be specifically tasked with tactical-level hazard and threat identification, assessment, and control regarding chemical, biological, radiological, nuclear, and explosive risk factors.

Tasks include conducting work observations, facility inspections, and audits to evaluate safety-related programs and needs. The goal is to provide recommendations for improvements. Key duties include inspecting work sites to assess safe work practices and working conditions. The Safety Officer will also evaluate, develop, conduct both field and in-house safety training programs and Safety Committee functions, ensuring their effectiveness. This position will investigate incidents/injuries to determine root causes and recommend corrective action. Furthermore, the incumbent will oversee the implementation, monitoring of industrial hygiene and safety related medical surveillance programs including Respiratory Protection Programs. The Safety Officer will also prepare, analyze, and evaluate statistical data to provide information for trends and solutions to work- related problems. Driving to various City of Houston locations is an essential function of this position. Other duties will be assigned as needed.

Periodically, serves on-call for after-hour incident investigations. When TIER I level is activated, employee must report to a specified City location.

WORKING CONDITIONS
The position may require lifting of moderately heavy items (up to 40 pounds), and/or very long periods of walking on rough surfaces on a routine basis. The position may also require climbing and/or certain body contortions.

There are routine discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve exposure to soiled materials and light chemical substances such as cleaning solutions.

Requirements

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Technology, Engineering, Business Administration, Public Administration, or a related field. Completion of advanced training resulting in certification as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) is preferred.

EXPERIENCE REQUIREMENTS
Three years of experience in Safety Administration or a closely related field are required. Pertinent professional experience may be substituted for the above educational requirement on a year-for-year basis.

LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

Qualifications

Preference given to candidates with experience in Occupational Safety and Health or related field. Completion of advanced training resulting in certification as an Associate Safety Professional (ASP), Graduate Safety Professional (GSP), Transitional Safety Professional (TSP), Occupational Hygiene and Safety Technician (OHST), Construction Health and Safety Technician (CHST), Certified Safety and Health Official (CSHO), and Certified Occupational Safety Specialist (COSS) is preferred.

Proficiency in Microsoft Office Application including MS Word, MS Excel, MS PowerPoint, MS Outlook, MS Teams.

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
