THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a SAFETY & OCCUPATIONAL HEALTH SPECIALIST (AVIATION), Position Description Number T7100000 and is part of the PA State Army Aviation Office, National Guard.

1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard.

AREA OF CONSIDERATION: Bargaining Position AOC A: NG employees at the State Army Aviation Office AOC B: NG employees in the State Army Aviation Directorate (This includes Army Aviation Support Facility 1 and 2, and Eastern Army Aviation Training Site) AOC C: NG Employees of the Pennsylvania National Guard AOC D: All Service Members of the Pennsylvania National Guard AOC E: Federal Employees in an Agency outside of the Pennsylvania National Guard AOC F: U.S.

(See Required Documents section) Priority Placement Program, DoD Military Reserve (MR) and National Guard (NG) Technician Eligible Priority Placement Program, DoD MR and NG Preference Eligible Tech Receiving Disability Retirement GENERAL EXPERIENCE: Experience planning and executing formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses that cover a wide range of work operations and conditions related to explosives systems, missile systems and/or weapons ranges.

SPECIALIZED EXPERIENCE: Application must indicate 36 months experience with safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations.

Experience with aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

Major Duties:

As a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (AVIATION), GS-0018-12, you will provide technical advice to the Airfield Manager and his staff, commanders and staff of aviation units, and individual aviators regarding safety policies, practices, and procedures.

Plan and conduct surveys and analysis of airfield facilities and operations to evaluate program effectiveness and degree of compliance with applicable mandates, standards, and directives; to develop changes or modifications to work processes and equipment; to recommend solutions to resolve conflicts in safety criteria; and to develop abatement plans to engineer out or control hazards.

Conduct accident investigations and serves as a technical advisor on investigation boards to determine and analyze contributing factors, systems defects, command climate issues, performance errors, standard failures, and establishes corrective actions for each appropriate level of command having an effect.

Develop material, schedules, coordinates, and conducts airfield safety council meetings, airspace and airfield safety briefings, safety training classes, and professional development classes.
