Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Safety and Occupational Health Manager.

Duty Location: Boulder City, Nevada You must meet all qualification requirements, including time-in-grade restrictions and any selective factors, by the closing date of this announcement.

There is no education substitution for Time in Grade requirements. BASIC INDVIDUAL OCCUPATIONAL REQUIREMENT (IOR) - GS-0018: A.

Major study (Undergraduate and Graduate Education) -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology; OR B.

Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Examples of qualifying specialized experience include: managing safety or occupational health program elements, developing and recommending safety and occupational health policy to higher levels of management, applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.

These examples are not all inclusive. OR C.

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination.

ADDITIONAL REQUIREMENT: To qualify for the position (in addition to meeting the basic IOR requirement above), your resume must clearly describe specialized experience that demonstrates the particular knowledge, skills, and abilities as follows: GS-13: In order to qualify for the GS-13 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to at least the GS-12 grade level in Federal service.

Specialized Experience for GS-13: Defined as experience that includes performing duties such as: managing safety or occupational health program elements; recommending and/or developing safety and occupational health policy; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, or occupational health nurse.

Experience should also demonstrate the ability to provide supervision, leadership, guidance, and direction.

Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).

Selective Placement Factor: This position requires a current, valid Driver's License. Failure to provide proof of such license will cause you to be rated ineligible for this position.

Physical Demands: The incumbent commonly spends time traveling in the field to observe operational practices and frequently conducts surveys and inspections.

The work in the field requires standing, walking, reaching, bending, and climbing ladders and stairs. The remainder of time is spent in mostly sedentary activity in an office setting.

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 02/24/2026. Major Duties:

The primary duties of the Safety and Occupational Health Manager, GS-0018-13 are: Develops and manages the safety and occupational health and industrial hygiene programs within the Lower Colorado Basin (LCB).

Serves as the primary consultant to the Regional Management Team and primary safety contact for LCB safety and occupational health policy matters.

Works with LCB safety community to identify the need for safety processes, procedures or requirements in order to protect the safety of employees, the public, and the environment.

Represents the LCB at safety and health conferences, workshops, councils, and teams. Performs the full range of supervisory duties.

Plans work to be accomplished, set priorities, and establish schedules for work completion for Industrial Hygienist and Safety & Occupational Health Specialist.

Oversees administration of the Occupational Medical Monitoring Program which ensures employees are fit for duty and that the LCB is in compliance with mandatory Reclamation, OSHA and DOT physical clearance requirements.

Reviews systems, procedures, and accident/incident reports, and conducts accident analysis to identify root causes.

Develop preventative measures to reduce or eliminate potentially hazardous work practices or conditions.
