We are looking for a Program Assistant to join our Rural Health Transformation Program (RHTP) Division of the Office of Medicaid & CHP Behavioral Health Initiatives & Coverage (BHIC)!


The RHTP Division of BHIC is responsible for the full lifecycle management of the State’s RHTP initiative, encompassing program planning, implementation, monitoring, and reporting functions.

The division ensures the State’s compliance with the statutory and federal requirements of Section 71401 of Public Law 119-21 and the RHTP Notice of Funding Opportunity.

Its work focuses on strengthening rural health system capacity through grant administration, provider technical assistance, workforce and service delivery initiatives, and evaluation of system transformation outcomes.

The division manages partnerships with subrecipients, contractors, and federal agencies to ensure that investments support sustainable access to high-quality care in rural communities.


We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements.

Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office.

Specific discussions about the schedule will be discussed during the offer stage.


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Requirements


WHAT YOU'LL BE DOING AS PROGRAM ASSISTANT:
  • Provides operational support for project teams with day-to-day project activities, such as contract or grant management activities, to include processing invoices, reviewing deliverables, and preparing for meetings with internal and external stakeholders, and providing support with project close-out activities.

  • Assists management and staff in the development and implementation of business processes related to compliance with RHTP guidance.

  • Assists with preparing all required documentation to obtain authorization as it relates to expending project RHTP funds and to process and pay bills, oversees and interprets budget, accounting and purchasing materials, guidelines and processes to ensure compliance.

  • Provides administrative and operational support to RHTP-funded Supervisors, Managers, and Employees in areas including, but not limited to: providing program support with administrative tasks, such as supporting onboarding and offboarding of staff, assisting with travel arrangements and employee reimbursements purchasing, and providing meeting assistance such as taking notes or distributing documents.

  • Other duties include, but are not limited to: meeting scheduling; agenda development and logistics; telephone reception; clearance tracking; responding to telephone and written inquiries from various stakeholders; photocopying; word processing; budget monitoring; data entry; handling various CORE (Colorado Operations Resource Engine) items; preparation of presentation materials; web publishing; supply ordering; data entry; and responding to telephone and written inquiries from State agencies, clients, providers, and the public.

  • This is a term-limited position with funding through September 30, 2030.

MINIMUM QUALIFICATIONS:


There are two ways to qualify for this position:


Option 1:

Experience Only:

Four (4) years of professional experience in administrative and operational support, or an occupational field related to the work assigned to the position.


Option 2:

Education and Experience:

A combination of related education in public health, social sciences, or a field of study related to the work assignment and/or relevant experience in administrative and operational support, or an occupation related to the work assigned equal to four (4) years.


Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS

  • Previous relevant professional state experience.

  • Professional experience with:

    • Administrative and operational support.

    • Supporting on-boarding and off-boarding staff.

    • Arranging travel and employee reimbursements.

    • Providing meeting assistance.

    • Reviewing deliverables from vendors and staff in regards to grant compliance, budgeting, and internal policy and processes.

DEFINITION OF PROFESSIONAL EXPERIENCE:

Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.


CONDITIONS OF EMPLOYMENT:

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
