The San Mateo County Public Works Department is seeking an experienced Road Maintenance Manager with increasingly responsible experience in supervising the work of road maintenance or road construction crews.

The Road Maintenance Manager plans, organizes, coordinates and supervises, through subordinate supervisors, the activities of several crews involved in the maintenance, repair and construction of County roads in an assigned area; and performs a variety of technical tasks related to assigned areas of responsibility.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

There are multiple vacancies to be filled throughout the department.

The position is located at the Grant Corporation Yard, 752 Chestnut Street in Redwood City and will oversee either the Bayside maintenance crews or the Coastside maintenance crews.

Requirements

Duties may include, but are not limited to, the following:

  • Plan, organize, direct and supervise road maintenance and construction activities for an assigned area of responsibility.
  • Review work orders and schedule personnel and equipment in accordance with job requirements.
  • Investigate complaints of road and drainage conditions and direct repairs as necessary.
  • Inspect and review work in progress and upon completion to ensure compliance with specifications and safety codes.
  • Train maintenance personnel in proper methods of road, bridge, and drainage repair and construction and installation of traffic control devices.
  • Train workers in and ensure compliance with safety practices and procedures.
  • Recommend or initiate personnel actions, including promotions, transfers, discharges and disciplinary measures.
  • Supervise the preparation of requisitions for all materials, parts, supplies and equipment.
  • Maintain routine reports and records on time and scheduling, expenditures, costs, inventory and related matters.
  • Assist in the development of maintenance programs.
  • Assist in budget preparation and administration.
  • Coach and mentor staff.
  • Perform related duties as assigned.

Qualifications

Licensure/Certification: Possession and maintenance of a valid California Class A Commercial Driver License with tank vehicle endorsement.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Experience: Four years of increasingly responsible experience which includes supervising the work of crews engaged in road maintenance or road construction work.

Knowledge of:

  • Methods and materials used in the maintenance, repair, construction and installation of roads, culverts, bridges, storm drains and traffic control devices.
  • Operation, maintenance, capacities and limitations of road construction maintenance equipment.
  • Use of standard hand and power tools.
  • Standard carpentry and construction techniques.
  • Methods of patching, surfacing, and resurfacing roads with bituminous materials.
  • Principles and techniques of personnel management, supervision, training, and performance evaluation.
  • Principles and practices of safety management.
  • Record keeping and reporting procedures.
  • Pertinent local, state and federal laws, ordinances, rules and regulations.

Skill/Ability to:

  • Plan, direct, train and evaluate the work of maintenance and construction workers.
  • Determine personnel, material, and equipment requirements for specified construction or maintenance projects.
  • Organize work and plan schedules to effectively utilize time, equipment, personnel and materials.
  • Interpret and explain pertinent County and departmental policies and procedures.
  • Read and interpret plans, specifications, and maps relating to maintenance programs.
  • Prepare cost estimates and reports; work with basic arithmetic operations.
  • Operate a variety of motorized, hydraulic and hand tools and equipment.
  • Operate light and heavy trucks.
  • Follow oral and written instructions in an independent manner.
  • Establish and maintain effective working relationships with those contacted in course of performing assigned duties.
  • Lift, carry, push and pull heavy objects.
  • Climb, walk, stand, stoop and crouch for long periods.

Additional Information

Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.
