Full Job Description

This position is located at Departmental Offices,Treasury Common Services Center, Office of the Deputy Administrator for Human Resources Services.

As a Resource Manager, you will serve as a key enabler of customer relationship management, portfolio management, providing leadership to both internal and external stakeholders while driving projects and process improvement initiatives that enhance operational efficiency and effectiveness.

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Specialized experience for the GS-14: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes ALL of the following: Manage and coordinate cross-functional administrative or operational projects; AND Develop recommendations and business analyses supporting policy or process improvements; AND Lead teams to implement change initiatives or enterprise operations; AND Communicate with senior leadership on complex operational matters.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties:

As a Resource Manager, you will: Serve as a key Resource Manager, providing expert counsel, strategic guidance, and comprehensive support to senior leadership, Program Directors, and both internal and external stakeholders on complex, sensitive, and high-impact matters.

Develop detailed analyses and executive-level narratives to evaluate the cost, benefit, and overall effectiveness of services, and recommend alternative strategies to inform decision-making and guide implementation efforts.

Manage the TCSC HR portfolio and lead cross-functional projects and requirements-gathering initiatives; oversee the development of formal documentation; and deliver high-level strategic direction to drive service enhancements and strengthen customer engagement and outreach.
