Full Job Description

Under general supervision, in the Mt. Hamilton region of the County, to patrol and inspect County Roads; to recommend, plan, and schedule maintenance activities; to operate heavy construction equipment and to act as a crew lead in the maintenance of roads, or in other maintenance activities.


Special Requirement: Must reside within a thirty-five (35) mile radius of the Mt. Hamilton Road Maintenance Yard.

Requirements

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.


  • Performs construction, erection, and repair of guard rails, bridges, retaining walls, drainpipes, culverts, boxes, fences and road signs; 


  • Operates graders, gradealls, chip spreader, combination back hoe/loader, tractor with lowboy, flat bed trailer, large dozer, loaders over two yards, spray rigs, aerial bucket-boom truck and forklift truck, compressors, chain saws, berm machines, and similar manual equipment; 


  • Constructs and repairs road beds; 


  • Digs out trees and stumps; 


  • Spreads base material to correct grade and asphalt to finish grade; 


  • Mixes oil with materials on the site; 


  • Cleans and maintains road shoulders; 


  • Hauls a variety of road maintenance material; 


  • Transports equipment with tractor lowboy, flat bed trailer; 


  • Clears and maintains landslides; 


  • Leads crews and equipment operators in the performance of road maintenance tasks;


  • Performs routine preventative maintenance on assigned equipment; 


  • Cuts and trims trees; 


  • Plants and transplants trees; 


  • Tracks crews, equipment, and material usage for input in the Department's Maintenance Management System; 


  • Receives daily work details; 


  • Assigns crew members to specific tasks; 


  • May help prepare a variety of written and oral reports, letters, and presentation;


  • May maintain warehouse inventory through the Department's database and checks out tools, materials and equipment; 


  • Trains personnel in safety practices, road maintenance methods, and equipment operation; 


  • May be assigned to cooperative crews during emergency conditions, within the County;


  • May be assigned as a Disaster Service Worker (DSW), as required*; 


  • Performs other related duties, as required.

Qualifications

Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:


Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to a high school diploma or equivalent;

and


Four (4) years of full-time experience in road maintenance work including operating trucks and construction equipment.


OR


Two (2) years of full-time experience as a Road Maintenance Worker II with the County of Santa Clara.



Special Requirements


  • Upon appointment, possession of a Class A Commercial Drivers license with no restrictions, a Tanker Endorsement and any other licenses or endorsements required to operate the equipment assigned to the position.


  • Ability to travel to alternate locations in the course of work and the ability to qualify for and maintain a County driver authorization.


*As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help.

A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

  • Methods, materials, safety practices and equipment used in road construction and maintenance;


  • Operation, preventative maintenance, capabilities and limitations of road construction equipment;


  • Principles and practices of lead supervision and training.


  • English usage, style, grammar, punctuation, and spelling;


  • Common computer systems and applications;



Ability to:


  • Operate a variety of construction equipment utilized by the Roads Department;


  • Lead and instruct personnel in road maintenance, construction, and equipment operation tasks;


  • Plan, organize, coordinate, direct, evaluate and provide feedback on work performed by others;


  • Understand oral and written instructions;


  • Operate a variety of electronic equipment including cellular phones, short-wave radios, and calculators;


  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;


  • English usage, style, grammar, punctuation, and spelling;


  • Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies;


  • Read and understand material safety data sheets and other safety communications;


  • Quickly and repeatedly adjust the controls of a machine or a vehicle to exact positions.
