The City of Pasadena – Rent Stabilization Department is seeking a motivated and experienced Program Coordinator II (Rent Stabilization Appeals & Outreach and Enforcement Coordinator) to strengthen and expand the effectiveness of the Outreach and Enforcement Division.

This position represents the City in a public facing role, becoming a subject matter expert in Rent Stabilization legislation, and managing the Pasadena Rental Housing Board appeal's process.

The role also leads community outreach efforts by engaging local organizations and stakeholders through educational presentations on rent stabilization laws, tenant protections, annual rent registration requirements, and the Department’s petition and hearing procedures.

Additionally, the Program Coordinator II analyzes data and generates reports to inform policy decisions and enforcement strategies, and prepares documentation for referral of cases to the City Attorney for potential criminal prosecution.

IDEAL CANDIDATEThe ideal candidate will have experience delivering training presentations, conducting outreach to local organizations and community leaders, and demonstrated skills in public speaking and report writing.

They should also have a strong track record of successfully collaborating on team projects.

A legal background—whether gained through academic coursework, professional experience, or certifications—is preferred.

Additionally, the ideal candidate will have an understanding of rent stabilization regulations, excellent communication and presentation skills, strong writing and editing abilities, and the capacity to thrive in a dynamic environment while working both independently and collaboratively.

Requirements

  • Writes reports for appeals against a Hearing Officer's decision following the petition's process hearing procedure; analyzes all presented exhibits, testimony, supporting documents and existing legislation for appeal's report findings and disposition.

  • Sends appeals reports and supporting documents to Pasadena Rental Housing Board.

  • Presents the written appeals report to the Pasadena Housing Board and answers any questions related to the report.

  • Creates outreach workplan with key objectives, required resources, performance metrics, and actions to complete objectives.

  • Conducts community outreach and engagement; creates and delivers effective in-person and remote presentations on rent stabilization to community-based organizations, non-profits, Pasadena Unified School District, tenant group, landlord groups, realtors, property managers, faith-based organizations and local leaders.

  • Conducts research to identify and target new outreach opportunities.

  • Attends outreach events to promote awareness and understanding of rent stabilization in Pasadena.

  • Drafts promotional materials for educational awareness.

  • Generates progress reports to illustrate accomplishments against objectives.

  • Appears as a witness in court or in other authorized proceedings as necessary.

  • Prepares documentation as necessary for referral of cases to the City Attorney for criminal prosecution.

  • May perform supervisory duties to plan, organize and direct the work of Housing Counselors engaged in the investigation and analysis of potential violations of Charter Article XVIII, which governs rent stabilization in Pasadena.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in business/public administration, liberal arts, legal studies, public relations, social sciences, sociology, psychology or a closely related field.
  • Three years of professional experience administering or implementing programs, including investigating complaints, analyzing evidence, and preparing legal documents related to civil or criminal enforcement actions under housing law.
  • Experience drafting reports, law memorandums, legal analysis, academic reports is highly desirable.
DESIRED QUALIFICATIONS
  • Knowledge of rent stabilization regulations and related legislation.
  • Experience supervising staff or leading teams, including providing leadership, direction, and oversight.
  • Experience writing staff reports using critical thinking, logic and legal analysis.
  • Public presentation skills pertaining to local laws and regulations and their effect on different stakeholders.
  • Legal background through coursework, professional/paralegal certifications, and/or relevant work experience.

Additional Information
