Summary

This role involves helping a veterans' health organization switch to a new electronic health record system by leading changes, engaging with teams, and solving problems to make the transition smooth.

It's based in Salt Lake City but requires a lot of travel, up to 75% of the time.

A good fit would be an experienced nurse who understands technology in healthcare and enjoys leading projects across different groups.

Full Job Description

The Registered Nurse Informaticist supports VA's EHR modernization by aligning change management activities for successful EHR adoption.

Serves in a leadership position to provide clinical expertise, assist with stakeholder engagement, and helps resolve barriers to ensure seamless EHR integration and deployment.

This position will be physically located in a VA owned or leased office/space and require up to 75% official travel. Nurse (Nurse Informaticist)Basic Requirements English Language Proficiency.

In accordance with 38 U.S.C. 7402(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

Education: Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).

NOTE: Foreign Education.

Graduates of foreign schools of professional nursing programs, the registered nurse degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD).

Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.

License and Certification: License. Nurse.

All Nurses must possess and maintain an active, current, full and unrestricted license as a Nurse to practice in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and (ARNP) (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

*** Preferred Experience/Enhanced Qualifications: At least one (1) year experience working with Electronic Health Records for major healthcare system(s).

At least one (1) year experience with leading change management activities in a complex organization.

At least one (1) year experience leading teams or projects that cross multiple offices or organizations.

***The following Scope, Education and Experience, and Dimension criteria must be met to qualify for Nurse (Nurse Informaticist) IV: Nurse IV. a) Scope.

Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.

(b) Education and Experience Requirement.

i Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

OR ii Master's degree in a related field and a bachelor level degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

OR iii Doctorate in Nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

OR iv Doctorate degree in a related field and a master or bachelor level degree in nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.

(c) Dimension Requirement. Nurses at Nurse IV must meet ALL the following dimension requirements to qualify for Nurse IV. i Leadership.

Leads health care delivery by leveraging evidence- based practices, industry-leading research and innovative care models.

Drives a shared vision and successfully leads change to improve performance and attain measurable outcomes at the program or service level. ii Business Acumen.

Transforms health care by implementing new processes, technology, informatics and data analytics using business models and fundamental concepts of resource management at the program or service level.

iii Inspiring an Industry-Leading Culture. Employs an industry- leading, shared decision-making culture.

Cultivates a diverse and inclusive workforce that serves Veterans, families and caregivers of all backgrounds and builds trust, cultural competencies and catalyzes dynamic teams at the program or service level.

iv Communication and Relationship Management.

Directs the effective use of relationship management principles to achieve positive customer service experiences that are consistent with professional organizational values, beliefs and practices at the program or services level.

v Professional and Social Responsibility. Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level.

Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community.

Physical Requirements: This position is primarily sedentary in nature. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity.

This position requires potentially long periods of sitting and computer work.

The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on facility's needs.

Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Major Duties:

Major duties: The Nurse IV has expertise in health informatics (HI) and health information technology.

The incumbent is expected to be a strong agent for change and must demonstrate an ability to understand the needs of their professional counterparts, demonstrate understanding of the organizational structure, and the role that informatics plays across the enterprise.

The incumbent should demonstrate the following core informatics functions at the intermediate to advanced proficiency level to include content management, application support, health information technology system optimization, enterprise data management, business architecture management, partnership management, requirements management, and change management.

The incumbent functions as an administrator, educator, consultant, and mentor who possesses a wide range of experience and leadership ability.

The incumbent supports the integration and collaboration of all professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals.

They champion a high reliability organization (HRO) with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness.

The incumbent collaborates with interdisciplinary team members, including other program and service leaders at VA medical centers, Veterans Integrated Services Networks (VISN), and VHA Central Office.

They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide.

The incumbent relates effectively with customers, families, and the community as well as program and service leaders at the local, VISN, and program office levels.

They assist the executive leadership teams with healthcare operations and the functions and activities expected of them.

The incumbent contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of Veteran care.

The incumbent plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work.

The incumbent establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees.

The incumbent hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases.

The incumbent performs administrative and human resources management functions for the unit; provides advice, counsel, or instruction on both administrative and work matters; and assures full compliance with safety regulations.
