Summary

This role involves connecting families and youth involved with child welfare services to stable housing options to prevent separations and support reunification or independence.

Job Title: Regional Housing Liaison (SHPC4)Location: Olympia Flexible/HybridCloses: Monday, April 06, 2026Salary: $76,968 - $100,980 AnnuallyThe Partnership, Prevention, and Services Division within the Department of Children, Youth, and Families (DCYF) is accepting applications for a Region 3 and 4 Housing Liaison to further establish vital housing supports for Child Welfare-involved families and youth in DCYF's regions 3 and 4, which includes King and Snohomish counties.

This exciting opportunity is Flexible/Hybrid, with periodic in-person meetings required. You'll work with a team that is trauma-informed and healing centered.

The Opportunity:This position is instrumental in helping to prevent out-of-home placements by ensuring housing instability is not a contributing factor in cases of abuse and neglect or a barrier to reunification.

You will support child welfare offices, contracted providers, public housing authorities (PHAs), and other relevant partners to provide and connect youth and families with child welfare involvement to supportive housing services throughout DCYF Regions 3 & 4.

This position also helps ensure stable transitions into emerging adulthood and independence for young people as they exit foster care.Some of what you will do:

  • Educate and train DCYF staff, contracted providers, and Public Housing Authorities (PHA’s) on eligibility criteria and established referral processes for state and federal housing assistance for youth and families with current or prior child welfare involvement.
  • Make referrals for housing assistance to contractors and/or PHA’s as soon as assistance becomes available.
  • Work with local Continuum’s of Care (CoC) and other relevant community-based organizations to identify and provide outreach to eligible young adults who have aged out of foster care and are no longer on an active DCYF caseload.
  • Assist youth and families in acquiring documentation necessary for establishing eligibility for housing assistance.
  • Assist contracted providers in providing education and information to eligible youth and families.
  • Assist contracted providers, Public Housing Authorities (PHAs), local government, and partners in outreach to and recruitment of property owners and managers to build each communities child welfare housing system.
  • Assist the Youth and Family Housing Program Manager in developing and executing contract solicitations for supportive housing services.
  • Assist the Youth and Family Housing Program Manager in drafting annual legislative reports in accordance with SSB 5256 with system level recommendations for changes to the Child Welfare Housing Program (CWHP).
  • Receive and process monthly A19 invoices for the administration of supportive housing services in accordance with DCYF client services contract terms and conditions.
  • Represent DCYF at the regional level both internally and externally regarding supportive housing services for youth and families with child welfare involvement.


Required Qualifications:

An equivalent combination of experience/education totaling nine years.

OR

One year of experience as a Social and Health Program Consultant 3.

OR

Two years of experience as a Social and Health Program Consultant 2 or equivalent.

OR

A Master’s degree in social work, health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

OR

A Bachelor’s degree in social work, health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Demonstrated advanced knowledge of child welfare, juvenile justice, and the disproportionate impact of those systems on Black, Indigenous, People of Color, and LGBTQ+ youth.
  • Demonstrated advanced knowledge of dependency proceedings for out of home placement including partnering with tribal child welfare offices.
  • Demonstrated advanced knowledge of local, state, and federal resources, policies, and best practices which address the housing stability needs of youth and families experiencing homelessness.
  • Demonstrated advanced knowledge of tenants’ rights and responsibilities as well as how to effectively build and sustain relationships with property managers and landlords.
  • Previous experience working with Public Housing Authorities (PHAs) to administer housing assistance to eligible households.
  • Demonstrated advanced understanding of the developmental needs of adolescents and how to effectively support young people as they transition to adulthood.
  • Demonstrated ability to lead teams through organizational change, program planning, project management, and quality improvement.
  • Previous experience in managing contracts, grants, or other local, state, or federally funded programs.
