Applicable Federal, State and local laws, rules, regulations, ordinances and guidelines that pertain to the acquisition, leasing and sale of real property; contracts; land titles; eminent domain; and a basic understanding of CCR, Title 24 which addresses the access of public buildings for people with disabilities Real estate appraisal practices and techniques, including market data sources and collection techniques Principals and practices of real property management: utilizing surplus property, negotiating leases and rents, and developing concessions Principals and practices of real estate including real property appraisal, acquisition, property management, and relocation assistance Leasing terminology and conditionsLegal instruments involved in real estate transactions: deeds, escrow papers, and title reports Negotiation strategies and procedures Operation of the real estate market Escrow and title procedures and practicesAbility to Read, understand, and interpret title reports, financial statements, deeds, contracts, leases, right-of-way plans, architectural drawings, construction plans, and other legal/technical documents Negotiate terms and conditions for sale, purchase, or lease of County propertyManage leased or owned property Make accurate appraisals of all types of interests in real property Communicate clearly and concisely, orally and in writing, including the preparation of complex technical reports Organize and prioritize work Establish and maintain effective working relationships with those contacted in the course of work, including members of the Board of Supervisors, department and agency management, customer department staff, property owners, vendors, co-workers, and supervisors Perform recordkeeping and maintain accurate financial records Operate modern office equipment and technology, including relevant software programs Collect and analyze data; apply logic and draw valid conclusions to solve real property and relocation problems Perform basic financial calculations Qualifications Minimum Qualifications Either: 1.
A Bachelor’s Degree or higher degree from an accredited college or university with major course work in real estate, business administration, public administration, economics, planning, law, or other closely related fields.
Note: The law degree is not a Criminal Justice, Police Science, or related degree.Or: 2.
Completion of 60 semester (90 quarter) units from an accredited college or university ANDEither: Two years of experience in the class of Real Estate Specialist in Sacramento County service;Or: One year of full-time experience in governmental, public utility, or commercial real estate, performing duties which have included: preparing appraisal reports, negotiating for purchase or donation of rights-of-way or property ownership, securing title, property management, and/or negotiating and processing lease agreements.Note: Additional experience performing duties as described above, may substitute for the above educational requirement on a year for year basis up to two years.Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.
Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.Note: If the minimum qualifications include an educational or certificate/license requirement, applicants must submit proof of requirements with the application.

Failure to maintain the appropriate California Driver’s License may constitute cause for termination from the class in accordance with Civil Service Rule 11.4.
Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.Physical Requirements: Maneuver on rough, uneven terrain at construction sites, parkland or rural properties including brushy or wooded areas away from roads or paths.
Occasionally Lift/pull/push 25 pounds. Climb stairs and ladders to access upper floors and building rooftops.
Other Requirements:Work outdoors in all weather conditions, including all seasonal temperatures ranges typically experienced in Sacramento County.
Occasional exposure to wild mammals, snakes, insects at rural properties or parkland nature habitat areas including heavily vegetated areas.

Applicants will be automatically logged out if they have not submitted their applications and all documentation prior to 5:00 p.m. on the cut-off date.

Changes or corrections to your Supplemental Questionnaire cannot be made once your application packet has been submitted.
If the Supplemental Questionnaire is used in the Formula Rate exam, failure to complete all of the questions or incomplete responses will result in a lower score.
While scoring the Supplemental Questionnaire, the candidate's application and/or attachments will not be reviewed, therefore, a candidate's responses to the questions should be accurate, thorough, detailed, and complete.
FORMULA RATE EXAMINATION (Weighted 100%)
All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.
This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience.
The candidate's application or other materials will not be included in this examination.
Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete.
The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox.
Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
