Full Job Description

This position is located in the U.S. Patent and Trademark Office (USPTO) within the Patent Issuance and Systems Division (PISD), Office of Data Management (ODM).

The incumbent will serve as the Quality Management Specialist who will be responsible for analyzing programs and operations to validate productivity and efficiency, provide support, and make recommendations that will improve the effectiveness of business operations within the Office of Data Management.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal Service. For this position, the next lower grade level is a GS-11.

Specialized experience for this position includes: Analyzing operational data and performance indicators to identify issues and develop recommendations for improvement; and Recommending corrective actions to improve process quality and timeliness across workflow cycles; and Reviewing and assessing submissions for accuracy and completeness, documenting findings and next steps.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

The physical worksite for this position is located in Alexandria, Virginia.

Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.

Participate in the development and implementation of quality control initiatives related to the issuance and publication of patent applications.

Identify problem areas and/or trends and recommend corrective action to enhance the quality and timeliness of the application processing.

Respond to oral and written requests in order to address stakeholder complaints. Serve as the subject matter expert in performing XML coding reviews to validate.
