The primary purpose of this position QUALITY ASSURANCE SPECIALIST, NH-1910-02, is to serve as a Quality Assurance Specialist (QAS), by executing an aggressive world-class quality assurance program that includes autonomous surveillance and evaluations of all products, core processes, and maintenance personnel.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the 1910, Quality Assurance Series.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

NH-2 GENERAL EXPERIENCE: Applicants must have 3 years of general experience, 1 year of which is equivalent experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc).

General experience is described as: Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

OR EDUCATION: Applicant must have a full 4-year course of study leading to a bachelor's degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements.

General experience directly related to the work of the position and education in excess of 2 academic years above high school or an associate's degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position and experience directly related to the work of the position as outlined above that meets the requirements of the position may be used to qualify applicants for the NH-2 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of quality assurance principles, regulations, practices and procedures.

Knowledge of test methods and ability to use test/inspection equipment (e.g. scales, micrometers, comparators).

Knowledge of material control processes such as packing, cleaning, preservations, containers, environmental controls, marking and labeling.

Skill and ability to gather, assemble, analyze and present quality assurance facts and information, draws conclusions, and devises solutions to problems.

Skill and ability to apply lean, safety, security, health principles, practices, procedures to understand and apply internal management procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience including volunteer experience. Major Duties:

Conduct in-depth and complete inspections, audits, and assessments throughout production and support functions in assigned group.

Perform Management Inspection (MI), Ready for Delivery inspections (RFD), Request for Quality Assistance (RQA), Impoundment investigations, Acceptance Inspection Deficiency Reports (AIDRs), Product Quality Deficiency Reports (PQDRs), technical process reviews, investigations, process order reviews, Validation/Verification (VAL/VER), Operating Instruction reviews (OI), other like duties, Pre-Production Planning Team, Production Planning Team (as requested) and higher-level management directed evaluations, inspections and/or assessments; Adhere to all applicable safety and health requirements and directives while performing assigned duties within Complex.

Routinely interface with all levels of the organization to help ensure that processes and procedures are in compliance with applicable guidance, directives, technical data, engineering drawings, standards, and specifications, etc.

Attend all required meetings on quality issues to include staff Meetings, Wall Walks, tier and other applicable meetings.
